  4. 1、中国核电方针政策:在确保安全的基础上高效发展核电China’s policy for nuclear power development: promote the safe and efficient development of nuclear power • ■福岛事故后,对在役、在建核电站进行了全面的安全检查和研究论证,2012年发布了《中国核电中长期发展规划(2011-2020年)》,恢复了中国核电正常建设进程,全面提升了安全标准,确定了核电的规模布局和技术路线。 • After Fukushima Accident and one year’s safety review and study, in 2012, the Mid-to-Long Term Nuclear Power Development Plan(2011-2020) was promulgated which resumed the construction of China’s nuclear power, boosted China’s nuclear safety standards and determined NP deployment scale and technology choice . • ■中国核电发展规划的主要内容: China’s nuclear power development plan: • 一是优化发展规模。到2020年,规划装机5800万千瓦,在建3000万千瓦。 • 1.Opimized scale: by 2020, 58 GW installed and 30 GW under construction. • 二是新建核电机组必须满足三代安全标准。 • 2.Higher entry threshold: apply the world’s highest safety standards(Gen III) to new NPPs. • 三是新建核电项目的技术路线以三代非能动型压水堆为主。 • 3.Clear technology choice: Gen III passive PWR as the main technology choice for new NPPs. 4

  5. 1、中国核电方针政策:在确保安全的基础上高效发展核电China’s policy for nuclear power development: promote the safe and efficient development of nuclear power • ■根据当前和规划的核电项目建设情况,在相当长的一段时期内,中国都将是全球最大的核电建设市场。目前中国在运机组17台,在建机组28台,正在开展前期工作的机组16台。China is and will remain the largest NP market in the world. Currently there are 17 units in operation, 28 units under construction and 16 units in preliminary preparation. • ■目前,中国核电已全面进入了三代核电产业化发展阶段,同时积极开发新一代核电站,包括:已经建成试验快堆核电站、正在建设商用高温气冷堆核电站、研发小型模块化堆核电站、探索熔盐堆核电站。Currently China has entered the stage of industrialization development of Gen III NP. Gen IV reactors are being explored: test fast reactors is built and HTGR is being built. SMR and Molten Salt Reactor is being explored. • ■未来,中国不仅将成为全球最大的核电市场,还将成为全球核电技术创新的重要基地。 • China will be the largest NP market and important base for NP technology innovation in the world. 5

  11. 2、中国核电技术创新发展路线:第三代非能动压水堆2、中国核电技术创新发展路线:第三代非能动压水堆 • China's technology innovation for nuclear power development: third-generation passive safety PWR • ■中国在消化吸收AP1000技术的基础上,设计了中国三代非能动核电技术CAP1400。与AP1000相比,在电站主系统、关键设备、安全性能、数字化保护系统以及放射性废物处理等方面进行了创新,进一步提升了安全性、可靠性和经济性。中国CAP1400示范工程计划将于2014年正式开工建设。Based on AP1000, China self-reliantly designed Gen III passive NPP, CAP1400. It has made innovative designs in primary system, key components, safety performance, digital protection system and radwaste system with improved safety, reliability and economics. FCD of CAP1400 demonstration project is planned in 2014.

  15. 2、中国核电技术创新发展路线:第三代非能动压水堆2、中国核电技术创新发展路线:第三代非能动压水堆 • China's technology innovation for nuclear power development: third-generation passive safety PWR • 2013年3月,国家批复CAP1400示范工程开展前期工作。In Mar 2013, preparatory work for CAP1400 demonstration plant was approved to commence. • 2013年4月2日,国家核安全局启动CAP1400初步安全分析报告(PSAR)审评。 • On Apr 2, 2013, NNSA started PSAR review for CAP1400. • 2013年6月14日,国家环境保护部召开CAP1400示范工程选址阶段的厂址评价报告和环境评价报告审评会。 • On Jun 14, 2013, NEPA held review meetings on Site Evaluation Report and Environmental Impact Report of CAP1400 during siting stage. • 项目可研报告文本编制完成。 • Feasibility study report was completed. • 自2012年12月,国家能源局组织初步设计审查工作,目前进入收尾阶段。 • Review on Preliminary Design was initiated in Dec 2012 and is drawing to close. 国家核安全局PASR评审启动 NNSA 环保部两评报告专家会 NEPA 国家能源局组织初步设计审查NEA
