  2. STANDARDS COORDINATION COMMITTEE (SCC) • NIST/OLES serves as “Executive Agent” for the SCC Suite of Standards • Following Organizations: DHS,NIOSH, OSHA, EPA, NFPA, NIST/OLES, SBCCOM, CHPPM, DoE, IAFF, IAFC,FBI. • Chair of each Commodity Subgroup

STANDARDS COORDINATION COMMITTEE (SCC) • Roles of the SCC • Facilitate Validation of Standards • Support subgroups as needed • Alert subgroups when proposed requirements are contradictory to Federal and State Regulations • Raise attention to similar or additional requirements under internal development within DHS, SDO’s, SRO’s, and SEO’s.

  4. SUBGROUPS • Role of the Sub-Groups • Subject Matter Experts (Users) • Maintain and Update Individual Commodity Lists • Provide input to Sub-Group Chair - move it forward to the SCC • Address ways and means by which technology can support WMD Response

  8. PREPARATION PHASE • The subgroups will submit standards, and or performance specifications for equipment in their commodity area • Subgroup must evaluate their applicable standards to assess adequacy, need for modification, gaps and conflicts • Continued-

  9. PREPARATION PHASE • Part of the preparation phase also includes: • I.D. of the Threat • I.D. of Operational Requirements • Input from the User Community • Utilize the PPO&E Matrix

IMPLEMENTATION PHASE • Defining Standards for the SEL  Rigidity must be added to the standards development and approval process.  The safety and compatibility of equipment is crucial.Included as well is inter-operability if applicapable  The user community must be involved.  Standards must be mandated by law.

  11. IMPLEMENTATION PHASE • Defining Standards for the SEL- Cont. International (existing standards) Standards should be reviewed for applicability. • Standards represent operational scenarios (which validate the functionality of equipment).

  12. IMPLEMENTATION PHASE • SCC has established a methodology for reviewing submittals by the Sub-Groups : • Scope/Purpose • Certification/Re-certification • Testing • Inspection • Labeling and Information

  14. IMPLEMENTATION PHASE SCC then proceeds with the results of the validation process: • Recommended as written for reference • Recommended for partial incorporation • Recommended for modification • Not applicable for use
