Capacity Development • UNDP supports Belize in developing national and local capacities for human development and achievement of the MDGs via four main areas, and attention to cross-cutting themes like gender, HIV/AIDS*, and capacity development: • Poverty Reduction and Achievement of the MDGs -The countdown to 2015 • Democratic Governance - Providing an enabling environment • Crisis Prevention and Recovery - Building back better • Environment and Sustainable Development - Adapting to a new reality *HIV/AIDS – Human immunodeficiency virus/Acquired immune deficiency syndrome

Core Focus Area: Poverty Reduction and Achievement of MDGs Eradicate extreme poverty and hunger Achieve universal primary education Promote gender equality and empower women Reduce child mortality Improve maternal health Combat HIV/AIDS, malaria and other diseases Ensure environmental sustainability Develop a global partnership for development

Core Focus Area: Poverty Reduction and Achievement of MDGs • Project (MDG 6): HIV and Health Systems Strengthening (HSS), “Accelerating the Pace: Reaching Marginalized and Vulnerable Populations with Critical Services” (Global Fund Round 9 Grant*, 2010-2015 • Reduce the sexual transmission of HIV among MARPs: young people, MSM, FSW • Improve the quality of life of PWH and children infected and affected by HIV/AIDS in Belize and Stann Creek Districts • Improve the coverage and quality of the continuum of care for HIV infected and affected populations • Management, capacity building, data collection and management MSM – Men who have Sex with Men FSW – Female Sex Workers MARPs – Most at Risk Populations PWH – People with HIV/AIDS

Core Focus Area: Poverty Reduction and Achievement of MDGs • Project (MDG 7): MDG Acceleration Framework (MAF) • Focused on achieving MDG 7 Target 7c: water and sanitation indicators • Building from the MAF pilot (Belize is one of the 10 pilots worldwide), water governance project: • Strengthen the Capacity of Water Boards (supply side) • Promote Governance Practices for local ownership of water systems and sanitation services (demand side) • MDG report Scorecard and Outlook Report 2010 • Section 1: MDG Progress at a Glance • Section 2: Macro Economy and Policy Overview • Section 3: The Belize MDG Scorecard • Section 4: The Outlook for Achieving the MDGS by 2015 • A previous project has been to Assess Financial and Economic Crisis (FEC) Impacts on Belize’s Urban Poor MAF – Millennium Acceleration Framework

Core Focus Area: Democratic Governance • Project: Support Restore Belize Initiative, 2011 • Create a UN / UNDP fund (Government of Japan, UN Trust Fund for Human Security, BCPR, and donor conference) • Provide support to human security efforts of the government • Project: Capacity Development for Citizen Security, 2011 • Create joint partnerships (local / regional / global media organization with experience in investigative journalism • Support investigative journalism capacities, with a focus on urban crime and transparency BCPR – Bureau for Crisis Prevention and Recovery

Core Focus Area: Democratic Governance • Project: Gender equality and women empowerment, 2011 • Build partnerships to promote political empowerment of women • Support initiatives promoting increase of number of women in the house of representatives by 2013 • Promote political parties commitment and legal quota for women in parliament* • Project: Support to aid coordination by Ministry of Economic Development , 2010-2011 • Previous projects include: Up-scaling Local Governance Capacities, Decentralization Dialogue, and Pro-poor Rural Financial Services

Core Focus Area: Crisis Prevention and Recovery • Project: Crisis Prevention • Support Belize for strengthening of its disaster co-ordination framework, and • Strengthening of national capacities, for effective disaster preparedness, risk reduction and emergency response • Increased capacity of state actors and communities to implement effective risk reduction and response measures • Natural Disaster Management Authority strengthened to fully integrate and implement hazard mitigation policies and strategies • National and International partnerships in the area of risk and risk management are fully functional.

Core Focus Area: Environment and Sustainable Development • Project: Agriculture Enterprise Development for Rural Belize (AEDRB), 2008-2010 • Use of agriculture as a PR strategy • Employment • Competitiveness • Creation of SME in the value chain from production to consumption in the agricultural system of Belize • Farm productivity • Post harvest losses and adding value to products • Market access by small farmers • Project: Belize National Human Development Report (NHDR) “Think Change”, 2010 SME – Small and Medium Enterprise

Core Focus Area: Environment and Sustainable Development • Project: Third National Communications (TNC), Belize, Self Assessment Exercise (Conservation Covenant CC Project Preparation Grant PPG) • Project: Protected Areas (PAs) (Fisheries and Forestry Departments) • Formalize the national PAs Act • Implement the PAs System Plan • Project: Strengthening National Capacities for Operationalization, Consolidation, and Sustainability of Belize’s Protected Areas System, National Protected Areas System (NPAS), 2007-2011 • Project: Integrating Protected Areas and Landscape Management in the Golden Stream Watershed (GSW) 2006-2010 • Complementary set of management plans for GSW’s 4 PAs • Lessons learned are replicated in other PAs

Core Focus Area: Environment and Sustainable Development • Project: National Capacity Self Assessment 2 (NCSA2) • Capacity development, Ministry of Natural Resources • Restructuring support, to execute the Ministry’s mandate • Strengthening capacities for coordinating multi-sectoral environmental policies to achieve 3 Rio conventions: • Convention on Biological Diversity – CBD • Convention to Combat Desertification – CCD • Framework Convention on Climate Change - FCCC • Project: Terminal Phaseout Management Plan(TPMP) • Consumption reduction • Reduction of ozone emissions particularly HFC • Strengthening implementation of pollution regulations HFC – hydrofluorocarbon

Core Focus Area: Environment and Sustainable Development • Project: Supporting the registering of Belize Solid Waste Facility as a CDM Project through UNDP’s MDG Carbon Facility • Register Belize solid waste facility • Project:Belize Strategic Approach to International Chemicals Management (SAICM) Initiative • Sound chemicals management, consistent with SAICM (UNDP/UNEP) • Project: Sustainable Land Management (SLM) • Tackle land degradation* • 5 pilots in Hummingbird region, with national scope CDM – Clean Development Mechanism UNEP – United Nations Environment Programme
