  2. August 16, 2007 • Strong winds associated with monsoon activity that developed from east to west over the county on August 16th. Max winds reached 39 mph which caused five PCAQCD monitors to exceed the 24-hr PM10 NAAQS. Site 24-hr PM10 Conc. (ug/m3) Combs 969.5 Maricopa 249.4 Stanfield (47 mm filter) 247.9 PCH 184.4 Casa Grande 163.6 * August 16, 2007 also flagged by ADEQ as an exceptional event.

  15. 8/16/07 “But for” Test • Had it not been “but for” the high winds between 5-7 p.m. associated with the cell development from east to west over the county which caused Combs to have a 1-hr PM10 concentration of 21,035 ug/m3, Combs would have NOT exceeded the PM10 24-hr NAAQS. • If the 21,035 ug/m3 was replaced with the average of the other 23 hours then the 24-hr PM10 concentration would be 97 ug/m3 • Maricopa – 107 ug/m3 • PCH – 96 ug/m3 • Casa Grande – 101 ug/m3

  16. Additional 8/16/07 “But for” Test • Combs had the following 24-hr PM10 concentrations before/after the 8/16/07 event • 8/15/07 – 64.8 ug/m3 • 8/17/07 – 130.8 ug/m3 • Maricopa • 8/15/07 – 52.8 ug/m3 • 8/17/07 – 61.7 ug/m3 • PCH • 8/15/07 – 43.4 ug/m3 • 8/17/07 – 71.5 ug/m3 • Casa Grande • 8/15/07 – 43.7 ug/m3 • 8/17/07 – 48.8 ug/m3
