  8. TIR Oct 18, 2010 • MoU signed between Ministry of Transport and Civil Aviation (MOTCA) and International Road Transport Union (IRU) • TIR Proposed Action Plan including 24 items submitted to MOTCA for reactivation of TIR in Afghanistan

  10. TIR TIR ACTION PLAN 2011 • Numerous obstacles on process and implementation of TIR among stakeholders to achieve all 24 items within the proposed timeframe. • TIR is a new practice for all stakeholders.

  11. TIR ACTION PLAN • Item 1 • Designation of the Competent Authorities responsible for the TIR Convention (MOTCA & ACD) • Item 2 • Designation of the Afghan Authority responsible for the approval of road vehicles as per Article 12 of the TIR Convention (Special unit within Customs).

  12. TIR • Item 3 ACCI Executives to be familiarized with the basic principles of the TIR System, the roles and responsibilities of the national Association in the functioning of the TIR Guarantee Chain.

  13. TIR • Item 4 • Authorization of a national issuing and guaranteeing association by the Competent Authorities (ACCI) • Item 5 • Deed of guarantee between Afghanistan Chamber of Commerce and Industry and Afghan National Customs Authorities

TIR • Item 6 Signature of Memorandum of Understanding between the IRU, Ministry of Transport and Civil Aviation, the Director General of Afghan Customs and ACCI. • Item 7 • Signature by ACCI of contractual documents with the IRU concerning the issue and guarantee of TIR Carnet in accordance with TIR Convention (Article 6,)
