What is a Title I School? • Title I of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6301 et seq.) is amended to read as follows: TITLE I — IMPROVING THE ACADEMIC ACHIEVEMENT OF THE DISADVANTAGED • The purpose of Title I under the Elementary and Secondary Education Act of 1965 (ESEA) is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments. 2018-2019 School Year

  5. What is a Title I School? • Title I funds aim to bridge the gap between low-income students and other students. The U.S. Department of Education provides supplemental funding to local school districts to meet the needs of at-risk and low-income students. • Title I is the nation’s oldest and largest federally funded program, according to the U.S. Department of Education. • A Title I school has qualified to receive federal funding under this act. http://www2.ed.gov/policy/elsec/leg/esea02/pg1.html 2018-2019 School Year

  8. What are our school’s requirements? School-wide Title I School • – Any Title I funds can be used with all students • Examples • – Math manipulatives, ELA books, workbooks • – Professional learning for staff • – Parent resource center materials • – Consumable supplies (paper, notebooks, pencils) • – Technology (Mini-iPads, chromebooks) • -- Personnel • – Provide opportunities for parental engagement • – Maintain professionally qualified staff 2018-2019 School Year

District-Wide Program and Goals 2018–19 District Goals • The percentage of students in grades 3-8 scoring at Developing Learner or above on the 2019 Georgia Milestones English Language Arts (ELA) End-of-Grade (EOG) Assessment will increase by three points. • The percentage of students in grades 3-12 scoring at Developing Learner or above on the 2019 Georgia Milestones Mathematics End-of-Grade (EOG) and End-of-Course (EOC) assessments will increase by two points. 2018-2019 School Year

  10. NES School-Wide Program and Goals • Norris Elementary School will increase the percentage of students reading on grade level to 80% or higher as measured by STAR Reading Grade Equivalent score. (Grade 4, 4.7 or higher, Grade 5, 5.7 or higher) • Increase the percentage of students in grade 4-5 scoring at grade level or above in the writing and language domain by 3% on the 2018 Georgia Milestones ELA EOG Assessment • In grades 4-5 our school will focus on the following areas: • Reading Comprehension, Reading Fluency, and Vocabulary 2018-2019 School Year

What is required by law for parent involvement? • Notification of professionally qualified staff status (Parent’s right to know) – NES staff is 100% professionally qualified under the guidelines of ESSA. • At least 1 annual parent conference must be offered in all Title I elementary schools • 1% of system allocation must be reserved for parent involvement 2018-2019 School Year

  17. Professional Qualifications? In compliance with the requirements of the Every Student Succeeds Act, NES would like to inform you that you may request information about the professional qualifications of your student’s teacher(s) or paraprofessional(s). The following information may be requested: • Whether the student’s teacher: • Has met State qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction; • Is teaching under emergency or other provisional status through which State qualifications or licensing criteria have been waived; and • Is teaching in the field of discipline of the certification of the teacher. • Whether the child is provided services by paraprofessionals and, if so, their qualifications • If you wish to request information concerning your child’s teacher(s) and/or paraprofessional’s qualifications, please contact Mrs. Crockett at 706-986-4400. 2018-2019 School Year

  25. Federal Complaints Procedure Any individual, organization, or agency may file a complaint with the McDuffie County Board of Education (McBOE). If that individual, organization, or agency believes and alleges that the McBOE or an individual school within the McDuffie County School System is violating a federal statute or regulation that applies to a program under ESEA. The complaint must allege a violation that occurred not more than one (1) year prior to the date that the complaint is received, unless a longer period is reasonable because the violation is considered systemic or ongoing. The complaint procedure is located within the McDuffie County School System calendar and on the system website. Forms are available from any school’s main office or from the central office. 2018-2019 School Year

  26. Fraud, Waste, and Abuse Policy • McDuffie County School System employees shall be encouraged to report verbally or in writing to their supervisor, department head, or other appropriate authority, evidence of activity by a district department, agency, or employee constituting: • 1) A violation of local, state, or federal law, rule or regulation; • 2) Fraud; • 3) Misappropriation of resources; • 4) Substantial and specific danger to the public health and safety; or • 5) Gross mismanagement, a gross waste of monies, or gross abuse of authority. • Further, it is the rule of the McDuffie County School System that employees be free of intimidation or harassment when reporting to public bodies about matters of public concern; including offering testimony to or testifying before appropriate legislative panels. 2018-2019 School Year
