Potential Transmission Construction Scheduling In Southern Minnesota--- Fall 2004- Spring 2006 • Xcel Energy has posted Significant Transmission construction during this time frame associated with its Wind Development in Southern Minnesota • There are a number of Large Generators in the counties generally south of the Twin Cities identified as still active in the MISO queue with requested in service dates within or near this same time frame

Transmission Construction Scheduling In Southern Minnesota Fall 2004- Spring 2006 • Of these generators, the following have completed the facility study phase. • #37305-01 300 MW Rice Co • #37540-02 667 MW Blue Earth Co • #37911-01 385 MW Scott Co • Using the interconnection and facility study results of just these generators, the following map shows the location of the transmission construction projects of the wind 825 Mw projects and these generator interconnections should they continue.

  4. #37305-01 300 MW Rice Co. • Based on the Facility study for this interconnection, this generation plant is located just north of Faribault MN and will require the following major transmission work: • Replace W. Faribault 115-69 kV Transformers • Rebuild Fair Park- Northfield 69 kV line • New Faribault Energy Park 115 kV substation • Rebuild Lake Marion-W. Faribault 115 kV line • Construction duration: 23 Months • Interconnection study strongly suggests additional transmission will be needed by this project for delivery.

  5. #37540-02 667 MW Blue Earth Co. • Based on the Facility study for this interconnection, this generation plant is located Xcel Energy’s Wilmarth Substation and will require the following major transmission work: • Major rebuild 69, 115 and 345 kV substation • Requires completion of Eastwood 115 kV conversion project. • Construction duration: 21 Months • Interconnection study strongly suggests additional transmission will be needed by this project for delivery.

  6. #37540-02 667 MW Scott Co. • Based on the Facility study for this interconnection, this generation plant is located Xcel Energy’s Blue Lake Substation and will require the following major transmission work: • Major Blue Lake 115 kV substation expansion • Move Black Dog 230-115 kV transformer to Blue Lake • >1 mile 230 kV double circuit • Re-conductor Blue Lake-Black Dog Line • Construction Duration: • First learned about in October 2003 • Will just make May 2005 in-service • Generator entered Facilities Construction Agreement to allow pre- IA Engineering and procurement.
