Role of Homeland Security Council (HSC) • Homeland Security Presidential Directive (HSPD) 1 establishes the organization of the HSC. • Ensure coordination of all homeland security-related activities among executive branch departments and agencies. • Promote the effective development and implementation of all homeland security policies.

  3. HSC Principals Committee • Serves as the senior interagency forum under the HSC for homeland security issues. • Chaired by the Assistant to the President for Homeland Security and Counterterrorism. (Frances Fragos Townsend)

HSC Deputies Committee • Serves as the senior sub-cabinet interagency forum for consultation of policy issues affecting homeland security. • Can task and review the work of Policy Coordinating Committees. • Helps assure that issues brought before the Principals Committee or the HSC have been properly analyzed and prepared for action.

Policy Coordinating Committees • Coordinate development and implementation of homeland security issues and serve as primary forum for interagency policy coordination. • Assistant Secretary level primary representatives • Policy Coordinating Committees (PCC) as of May, 2006. • Avian and Pandemic Influenza • Biodefense • Borders and Transportation Security • Maritime Security • Continuity • Domestic Nuclear Defense • Critical Infrastructure Protection • Domestic Threat Response and Incident Management • Information Sharing • Plans, Training, Exercise and Evaluation

EM Program ResponsibilitiesDepartment Manual: 112 DM 17 • The Office of Law Enforcement, Security and Emergency Management carries out the Secretary’s responsibilities for the policy, direction, coordination, evaluation, inspection and support of Department-wide emergency preparedness programs. • The Office serves as the focal point to provide guidance and oversight of the Department’s emergency management and continuity of government/continuity of operations.

Emergency Management Missions • Develop Departmental policies and coordinate Bureau programs and activities related to emergency management. • Serve as the Department’s principal point of contact to the Federal interagency community for all-hazards domestic incident management. • Ensure readiness to implement Continuity Of Operations (COOP) and Continuity Of Government (COG) programs.

Key Elements of EM Policy • Bureaus/offices required to provide necessary resources to plan, prepare, respond and recover from emergencies. • Response activities managed at lowest possible organizational level. • Bureaus/offices must comply with National Incident Management System (NIMS) • Provides nationwide “template” enabling Federal, State, tribal, local, private sector and non-governmental organizations to work together. • Includes standardized emergency management concepts, doctrine, principles, procedures, organizations, terminology, technologies and standards. • Planning should foster cooperation and mutual aid with others. Bureaus are authorized to provide Immediate Emergency Response to neighboring jurisdictions. • The Department will provide full and prompt cooperation, resources and support for homeland protection. • The Department will coordinate and integrate various emergency programs, functions and supporting activities managed by bureaus and offices.

  13. Incident Management Priorities • Save lives. Protect health and safety of the public and employees • Support security of the homeland. • Prevent the effects of imminent incidents, including disasters, technological emergencies, acts of terrorism. • Protect and restore critical infrastructure and capability to perform essential functions • Conduct and/or support law enforcement investigations to resolve the incident. • Protect property and mitigate damages. • Restore normal operations and activities.
