WECC MORS • This document identifies the WECC Minimum Operating Reliability Standards (MORS) that are different, refined, or in addition to the corresponding NERC Reliability Standards. • The WECC MORS are preceded by headings WR, WRS, WM or WMS where: • WR# or WRS# indicates WECC Requirements or WECC Requirements Supplemental that are different, refined, or in addition to the correspondingly numbered (#) NERC Reliability Standards. • WM# or WMS# indicates WECC Measures or WECC Measure Supplemental that are different, refined, or in addition to the correspondingly numbered (#) NERC Reliability Standard Measures. • Certain aspects of the WECC MORS are either more stringent or more specific than the NERC standards.

  5. The WECC Minimum Operating Reliability Criteria (MORC) has been converted to the WECC standards format and renamed as the Minimum Operating Reliability Standards (MORS). CMOPS recommends that if these standards are approved, that the work group name also be changed to the Minimum Operating Reliability Standards Work Group (MORSWG). MORCWG Name Change

Renewable Resource Task Force (RRTF) • RRTF will examine the reliability impacts of increasing penetration of renewable resources on the WECC grid considering the evolving nature of other generating resources, grid topology and balancing authority responsibilities and protocols • Wind resources will be the only focus of the RRTF. • The task force is made up of Control Areas/Balancing Authorities, wind developers, renewable energy advocates, technical consultants (national labs) and marketing entities. • Scope approved by CMOPS in March 2006. • Survey sent out June 6th > Response due June 21st

Renewable Resource Task Force (RRTF) • Develop draft white paper - June 2006 • Submit draft white paper for CMOPS approval Draft by July 2006 • Develop final draft of white paper and present at workshop - November 2006 • Modify draft following workshop December 2006 • Submit final white paper to CMOPS for approval January 2007 • Pass buck to MORSWG - January 2007

Renewable Resource Task Force (RRTF) The RRTF deliverables to be posted to the WECC website under RRTF are: 1) white paper on wind integration in WECC; 2) Survey results; 3) reference material RRTF will also sponsor a workshop in November, 2006 to present the white paper to all interested parties

  9. Procedure for Time Error Control • Posted for comments • Comments due June 27, 2006 • Will seek approval at the October OC Meeting

  10. Frequency Responsive Reserve The MORCWG has been assigned the responsibility for incorporating the recommendations contained in the Reserve Issues Task Force (RITF) White Paper into a WECC standard. Work on this standard development is continuing.
