  2. Background on IT Source • IT Source was officially launched on June 16, 2009. It offers a modern approach unique in the OPS that provides experienced resources to IT Projects across the enterprise for determinate periods of time • This model: • allows talent, skills and knowledge of resources to be developed and retained in-house and applied consistently • IT Source will reach its target of 250 full-time staff in Q1 2011/12 • Highly qualified resources in 12 technical roles across 4 job families are available for deployment • The prestigious Diamond Award for Government Modernization was awarded to IT Source at the September 2010 Showcase conference in recognition of the team that developed IT Source from an idea to a fully operational organization

Current IT Source Roles • IT Source resources roles currently include 12 technical roles across 4 job families based on standardized job descriptions – more roles may be added based on demand • Primary responsibilities and critical skills required for successful performance have been identified for each role

What Needs does IT Source Address? • Provides an effective, cost neutral approach to resource acquisition • Provides career opportunities for skilled I&IT staff • Builds internal, sustainable I&IT capacity • Creates a modern workplace that is flexible and adaptable to meet the needs of business clients • Helps to establish the OPS as employer of choice for top I&IT professionals

Resource Solutions • As per Management Board of Cabinet mandate and through collaboration with Supply Chain Management and key stakeholders, we are establishing a Resource Solutions initiative that will augment current services with IT fee-for-service procurement effective Q1 2011/12 • End-to-end procurement of all roles on the Task-Based Consulting Services Vendor of Record (VOR-1019) • Historically, this amounts to approximately 1,200 Requests for Services (RFS) totalling ~$110-120M annually

Key Assumptions • IT Source business scope will include both internal (FTE) and external (FFS) resources to maximize efficiency, quality and continuous improvement opportunities. • IT Source Services will be provided across the OPS I&IT organization in all government sites in the province (as needed) • IT Source will continue to place priority on the recruitment, retention and use of FTEs, where appropriate • IT Source will continue to be cost effective (net zero – cost recovery) and FTE neutral • Phased-in approach as IT Source builds capacity/team and implements best practices/lessons learned • Cluster clients will be involved in the evaluation/selection process for FFS resources • Cluster clients will have the opportunity to provide feedback to FFS project team members as the project evolves

Key Benefits for Stakeholders IT Source services are a value-add to the OPS I&IT Community through: • Improved quality lens to all IT staff augmentation in the OPS • VOR RFS/SOW process – consistency in process / fairness to market place / vendor community • Valuable Cluster IT staff/resources can focus on IT business/initiatives, not procurement issues • Minimize learning curve for IT resources starting on OPS projects through vendor/consultant orientation • Help the OPS make strategic business decisions through centralized source of market intelligence and reporting

Next Steps: Project Implementation Phase I – Q1 2011/12 • Implement initial phase for all roles with one pilot client • Access knowledge of key stakeholders (Clusters, Supply Chain Management, I&IT Strategic Business Unit, Ministries & Subject Matter Experts) through participation as working members on IT Source Resource Solutions Working Group • Conduct organizational analysis to develop approach to on-boarding remaining clients (i.e. transition, training, etc.) Ramp-up Phases – 12 to 18 months • Roll-out service to remaining clients in a phased approach

Implementation Work Packages Cross-functional teams are currently defining processes and business rules for the following areas: • Organizational Design • Service Quality Management • Client On-boarding Plan (schedule, transition, roles and responsibilities, training etc) • Forecasting and Intake of Resource Requests • Vendor Selection Criteria • RFS Response Evaluations • Finance and Operations • Contract Management (w/ Clients and Vendors) • Security Clearance • Accountability and Governance • Communications and Change Management • Organizational Disclosure to Bargaining Units • Management Tool, Data Design and Reporting
