  3. What is the EBO concept? • The EBO concept focuses on a desired Endstate, in order to determine how to achieve it more effectively and efficiently. It balances the Ends(desired campaign effects), the Wayswhich can contribute to the successful outcome of desired effects, and the Means(the use of lethal, non-lethal and ground/air/maritime manoeuvre capabilities, and non-military organizations) of achieving the desired effects. • D/JDCC/7/2/12 dated 30 Apr 04, The UK Military View of Effects: Definitions and Relationships..

EBO components • Strategic Aim – A single, unambiguous purpose attained by the achievement of one or more objectives. • Objective – The intended state of affairs to be achieved by the aggregation of specified Effects. • Effect – The physical or cognitive consequences at any level within the Strategic Environment of one or more military or non-military actions. • Action – The process of doing or acting at any level. • These definitions are broadly comparable with those developed by other countries.

  5. Discussion Points • In order to do EBO we must be capable of conducting the four key EBO activities: • Analysis, Planning, Execution and Assessment.
