Public Safety Market Situation • The trend for Public Safety is P25 based systems • Multiple vendors have, or are developing P25 compliant products • Most vendors lack the experience and capability to design and implement wide-area systems • Radio interoperability over-the-air is understood • Very little focus on system to system and multi-agency interoperability • No multi-vendor network exists today

Building future Public Safety Systems A tough challenge! • How to provide new services and functionality to Public Safety Communication Systems while introducing innovative solutions for Interoperability? • EADS brings its new VoIP cooperative system architecture to power and service P25 solutions with several partners • EADS/Nortel is leading the work on the P25 ISSI • EADS/Nortel proposal for P25 PII was adopted by the P25 Committee in Jan 2002

Why P25 Phase II? • FCC Spectrum Efficiency • Equipment FCC certified after Jan 1, 2005 below 512 MHz …. • Requires 6.25 kHz channel efficiency (4.8 kpbs/6.25 kHz) • 12.5 kHz deployments will need additional capacity • Overlay of 2 slots into 12.5 kHz facilitates channel reuse • Eases coordination, eliminates hunt for new channels • New channel structure can bring additional features • Automatic handover, Air interface encryption, voice Quality .. • Facilitate Multi-agency operation, repeater vehicle • User representatives are reviewing new features list for a revised SoR

EADS/Nortel Networks P25 Ph II Standard • Benefits: • Enhanced modulation for traffic channels • Double capacity while keeping same sites • 3 to 4 times the net data rate • Superior support for migration without capacity impact • No change in IMBE codec required • Support of Enhanced Full Rate version • Full Duplex for unit to unit and PSTN calls, • Enhanced features for Vehicular Repeater • Unified Control Channel • Transparent P25 Phase I Interoperability

Why P25 Inter-RF Subsystem I/F (ISSI)? • Many disparate P25 systems today • Multiple vendors • Multiple frequencies • IP compatible network interfaces alone do NOT guarantee P25 system interoperability • Need for: • Federal/Provincial/City agencies to extend individual P25 system coverage for: • Wide-area public safety emergency response • Sharing critical information in routine day-to-day operations • New P25 networks to interface with existing networks

IP-based P25 ISSI standard • P25 ISSI MUST be open, flexible, scalable, and forward-looking • Scope must include … • Addressing scheme • Protocols for call setup, voice transport, mobility management, PTT management • IP security protection scheme • Signaling and payload data compression schemes

How to Move Forward • Drive completion of the ISSI standard • Drive ISSI as a key building block to a standardized Inter System Interface (ISI) for connectivity & interoperability amongst Federal/Provincial/City networks • Demonstrate P25 ISSI for trunked voice services • EADS proposes a multi-vendor demonstrator of the standardized P25 Inter RF Sub System interface for communication across Public Safety systems

Summary and Conclusions • The system of systems vision is the future of large scale public safety networks • Public safety systems need standardized system connectivity for interoperability across RF systems, • P25 ISSI provides the foundation for system interoperability in a multi-vendor environment • Standards alone do not guarantee interoperability; interoperability needs an agreed system architecture • The Public Safety community needs to work together to support a multi-vendor demonstration system • An approach needs to be agreed to test and certify standards compliance
