  2. Workshop Objectives • Explain the 2006 NMELPA Program for English Language Learners • Describe Test administration protocols • Describe Test content • Review program logistics • Describe timelines for testing program, scoring, and reporting results

  3. NMELPA Testing Program • All students taking NMELPA should be ELL/LEP students. • Required assessment to document ELL/ LEP students’ annual progress and attainment of English language proficiency

  4. NMELPA Features • English language skills assessed are: * Listening * Speaking * Reading * Writing [Comprehension (Listening & Reading)] • Research-based test items • SELP augmented with MWAC additional Reading items • Social/BICS and Academic/CALP language

  12. Testing Sessions • Recommended that NMELPA be administered in multiple test sessions scheduled over several days • No single session exceeding 75 minutes in length, including preparation time • Prewriting and Writing should be administered consecutively

New Mexico ELPARoles and Responsibilities The District Test Coordinator (DTC) • is responsible for coordinating the NMELPA test administration among all schools within a district including: ➢ ordering and receiving test materials, ➢ distributing and collecting all test materials to and from schools, ➢ returning all test materials to Harcourt, and ➢ tracking secure materials. • is knowledgeable regarding proper test administration and test security. • ensures that all personnel assigned to testing are adequately trained in the areas of proper test administration and test security.

New Mexico ELPARoles and Responsibilities The School Coordinator (STC) or the Test Administrator (TA) • is responsible for coordinating the NMELPA test administration at a school. • is knowledgeable regarding proper test administration and test security. • must be familiar with information in the Test Coordinator’s Manual (TCM) and the Directions for Administering (DFAs). • ensures that all personnel assigned to testing are adequately trained in the areas of proper test administration and test security.

New Mexico ELPARoles and Responsibilities The Test Administrator(TA) • is responsible for the actual NMELPA test administration. • must be familiar with the Directions for Administering. • is knowledgeable regarding proper test administration and test security. • must complete a Test Security Agreement and return it to the District (or School) Test Coordinator.

  35. New Mexico ELPATest Security Districts are responsible for the security of all test materials; all materials must be accounted for. Each district is responsible for developing and implementing a test security plan that fully addresses test security and assigns responsibilities to school staff in order to meet all of the requirements of the testing administration. The DTC will keep a record of the number of test booklets and answer documents assigned to each STC/Test Administrator.

  36. New Mexico ELPATest Security The security of the NMELPA test materials must be maintained before, during, and after the test administration. Testing personnel must have access to a locked storage space for safekeeping of test materials until the materials are returned to Harcourt. Upon receipt of test booklets and answer documents, the STC or TA should count the number of booklets received and confirm inventory of the number of booklets that have been delivered by the DTC.

  37. New Mexico ELPAReceiving Test Materials NMELPA test materials will be shipped to districts, boxed by school. Inventory test materials with the packing list contained in Box 1 of the shipment. The Test Coordinator’s Kit includes: • Master File Sheet • ORANGE and GREEN Return Labels • SSID Sheets – distribute to STCs/TAs • Paper Bands – distribute to STCs/TAs Save the dual-purpose cartons for returning test materials to Harcourt.

  38. New Mexico ELPAReceiving Test Materials Orders for additional test materials (if needed) should be placed through Spectrum on or before May 1. New Mexico ELPAReturning Test Materials: SCHOOLS When testing is complete, STCs or TAs must collect and organize ALL NM ELPA materials as follows: • Separate ALL scorable materials from nonscorable materials (including DFAs and unused test booklets and answer documents). • Organize all scorable answer documents by grade (including completed Primary level test booklets).

New Mexico ELPAStudent Demographic Information The demographic information on students’ answer documents should be completed prior to the test administration. • Pre-ID labels are to be placed in the designated area of the demo page. • If an accurate pre-ID label is not available, student information (Boxes 1 through 5) must be filled in and gridded by hand.

New Mexico ELPAReturning Test Materials: SCHOOLS When testing is complete, STCs or TAs must collect and organize ALL NMELPA materials as follows: • Inspect the answer documents for completion of the student demographic information. Remove any loose paper from within the documents. • Arrange the answer documents so that they are all facing in the same direction (demo page up).

New Mexico ELPAReturning Test Materials: SCHOOLS When testing is complete, STCs or TAs must collect and organize ALL NM ELPA materials as follows: • Count the total number of answer documents for each grade and place a paper band around the documents (secure the paper band with tape). • Complete an SSID sheet for each paper-banded bundle; enter the grade and number of documents within each bundle. Place the SSID sheet on top of each bundle within the paper band.

New Mexico ELPAReturning Test Materials: DISTRICTS SCORABLE MATERIALS • Ensure that all scorable documents are returned from each school. • Inspect scorable documents returned from schools to ensure bundles are paper-banded correctly with a completed SSID sheet. • Ensure that all used and unused nonscorable materials are returned from schools. • Keep scorable materials organized by school and grade separate from nonscorable materials.

New Mexico ELPAReturning Test Materials: DISTRICTS SCORABLE MATERIALS Organize scorable materials by school in the order listed on the Master File Sheet. • Enter the total number of Groups (or bundles) of answer documents for each grade within each school. • Enter the total number of Documents for each grade within each school When complete, total the number of Groups and Documents being returned for the district on the Master File Sheet.

  45. New Mexico ELPAReturning Test Materials: DISTRICTS SCORABLE MATERIALS • Pack scorable materials in the order of materials listed on the Master File sheet.. • Place the completed Master File Sheet in Box 1 of your return shipment of scorable materials.

New Mexico ELPAReturning Test Materials: DISTRICTS SCORABLE MATERIALS • Pack the scorable test materials into box(es) and affix an ORANGE return label to each box. • Label each box sequentially (example: Box 1 of 3, Box 2 of 3, Box 3 of 3). • Place the completed Master File Sheet on top of the scannable documents in Box #1. • Include all transcribed Large-Print test booklets and answer documents in box 1 of your shipment of scorable materials.

New Mexico ELPAReturning Test Materials: DISTRICTS NONSCORABLE MATERIALS • Pack the nonscorable test materials into box(es) and affix a GREEN return label to each box. • Label each box sequentially (example: Box 1 of 3, Box 2 of 3, Box 3 of 3). • Please ensure that NO SCORABLE materials are included in boxes containing nonscorable materials.
