  2. Our Purpose Health Regulation works with health care facilities and entities across the state of South Carolina to protect the public’s health by assuring that safe, quality care is provided. The programs within Health Regulation work together to leverage public health’s licensing and regulatory tools and provide a consistent, strong approach to protecting health. Health Regulation programs touch every hospital, nursing home, emergency medical service, and pharmacy in South Carolina, just to name a few. Bureau of Certification Mary Jo Roué, Bureau Chief • The Bureau of Certification program ensures that all residents, patients, and clients of providers that receive Medicaid and Medicare reimbursements receive safe and high quality care. • Certification activities are done on behalf of the federal government through an annual contract • The program conducts onsite surveys of providers to review medical records and facility files, and also interviews residents and staff.

  6. Bureau of Drug Control Lisa Thomson, Bureau Chief • The Bureau of Drug Control aims to promote and protect public health through enforcement of South Carolina’s Controlled Substances Act. • The program administers the state’s prescription drug monitoring program (known as SCRIPTS), which tracks the prescribing and dispensing of all Schedule II, III and IV controlled substances by licensed professionals such as doctors, pharmacists, dentists, and veterinarians. The goal is to improve South Carolina’s ability to identify and quickly stop illicit distribution and use of prescription drugs. • In addition to monitoring, the program also employs inspectors who conduct onsite inspections and audits of pharmacies, hospitals, and practitioners to make sure they are properly recording, storing, and handling controlled substances. These inspectors are pharmacists who have undergone additional training and become state law enforcement officers. These inspectors respond to complaints and concerns reported to DHEC and, when warranted, make arrests & issue fines.

Bureau of Emergency Medical Services (EMS) and Trauma Robert Wronski, Bureau Chief • The Bureau of EMS & Trauma develops and regulates systems for quality emergency medical care in South Carolina, ensuring EMS providers are fully trained and that their medical vehicles are properly equipped. • The bureau conducts scheduled and surprise inspections of EMS agencies, vehicles, and educational programs to check for compliance with statutes and regulations. • The bureau is also responsible for credentialing of trauma centers and expansion of a statewide trauma system, as well as collecting and disseminating trauma related data, helping to ensure that South Carolina’s emergency medical systems are functioning efficiently and effectively.

Bureau of Health Facilities Licensing • The Complaint Management Team investigates complaints for all three program areas. • The Operations and Support Team reviews applications from all of our facilities. Once the application packets are approved, they are responsible for issuing the licenses. • The Quality Management Team handles Enforcements, Exceptions Requests, Citation Reconsiderations, Policy Development, and Training.

Bureau of Radiological Health Aaron Gantt, Bureau Chief • The Bureau of Radiological Health works to protect South Carolinians from unnecessary exposure to ionizing and non-ionizing radiation, which can come from a variety of sources such as X-ray equipment, radioactive materials, and tanning beds. They do this through the registration, licensing and inspection of both medical and industrial facilities that use x-ray equipment and administer the use of radioactive materials. • There are 2 Divisions within the Bureau of Radiological Health. They are the Division of Electronic Products (X-ray) and the Division of Radioactive Materials.

Certificate of Need (CON) Louis Eubank, Director • The Certificate of Need (CON) program authorizes the implementation or expansion of health care facilities and services in South Carolina. • A certificate of need is based on a calculation of need for a particular medical service from the South Carolina Health Plan. • A CON authorizes a person or facility to provide a portion of that calculated need in a county or service area, which may comprise several counties.

  15. Certificate of Need (CON): Highlights • The new South Carolina Health Plan was issued in August 2015. Since that time the CON Program has: • •Received 244 applications • •Issued 192 decisions • •Granted 94 Certificates • •Answered 98 Requests for Final Review

Construction, Fire and Life Safety Division William (Bill) McCallum, Director • The Division of Construction, Fire and Life Safety reviews plans, specifications, and construction for health care facilities licensed by the state. • The program also conducts periodic fire and life safety surveys of facilities to ensure continued compliance with appropriate codes, standards, and regulations.   17. Construction, Fire and Life Safety Division Administrative Division All DHFC invoices for any work completed by DHFC Architects/Engineers at facilities. Administrative staff also handle vehicle transactions for several areas in Health Regulations. Handle CPIF's entered into the system in order to get a project started. Policy & Communications Bentley White, Director • Assists Health Regulation Bureaus in development and amendments to policies and regulations. • Conducts outreach and collaborates with the regulated community, stakeholders, health care providers, and other interested parties. • Monitors pending legislation and works on DHEC’s Legislative Team to handle legislative initiatives that impact Health Regulation. • Provides constituent services for Health Regulation and works with the Communications Office in responding to media inquiries. • Participates in Health Regulation enforcement conferences and presents a monthly summary of enforcement actions to the DHEC Board.
