  2. Who should you contact about this program once your application is approved by the California Department of Education? • Your local CTAP Office. • The California Department of Education. • The Settlement Claim Administrator. • Any of the above. • Depending upon the question, it may be 2 or 3.

When submitting the Voucher Redemption Form for reimbursement to the SCA, what documentation is required? • The original Redemption Form signed by the individual authorized to sign and submit redemptions for your district as named in your district’s online RFA. • A photocopy of the original Redemption Form signed by the individual authorized to sign and submit redemptions for your district as named in your district’s online RFA.

(cont.) • For any purchases being redeemed, the original itemized receipt or vendor invoice. • For any purchases being redeemed, photocopies of the original itemized receipt or vendor invoice.

When submitting the Voucher Redemption Form for reimbursement of Professional Development (PD) services to the SCA, what additional documentation is required? • Name of the approved provider. • Name and dates of PD event with the agenda or summary of content. • Flat rate, or hourly rate if applicable, and number of hours spent on the PD. • If products procured through this settlement were the focus of the PD, then the names of those products must be listed. • If products were provided to participants as part of the PD, products and their cost must be listed separately. • All of the above. • Depends upon the type of PD service provided.

  8. Does a school/district need to verify that a vendor is on the Approved Provider lists posted on the CDE Web site before they commit to a purchase? • Yes, they should always verify this. • Only if the school/distict is purchasing PD or IT services.

  9. When should a school or district contact the SCA to determine if a product or services is eligible for redemption? • Before they make any purchases. • If there is any ambiguity as to the eligibility of the product or service. • If the vendor cannot confirm that their product or service is eligible. • If requested by the principal or superintendent. • All of the above.

  10. The SCA told us that we may only use our General Purpose Vouchers for a certain software product. Why can’t we use the Software Vouchers for a software product? • We weren’t clear when we asked the SCA if it was eligible. • The Software Vouchers only apply to specific categories, or types of software products, not all software products. • The software is not a Microsoft product.

How long does it take the SCA to answer my product/service eligibility questions? • It takes 7 to 10 days, if the product or service is on the SCA’s internal list of eligible and ineligible products/services. • It takes up to 30 days if the product or service is not on the SCA’s internal list of eligible and ineligible products/services. • Both a & b. • I will retire before they provide the answer.

What is the most common error in completing the online RFA? • The applicant “saves” their application but does not click the “Submit” button. • In the narrative there is no specific reference to the applicant’s technology plan. • In the narrative the applicant solely references their technology plan and does not explain how vouchers will be utilized to support its implementation. • All of the above.

  13. Our online program application has been approved by the CDE. What is the start date for purchases of products by our eligible schools? • The date you application was approved. • The beginning of this school year, July 1, 2006. • The date listed in your award letter from the SCA.

What is the start date for purchases of PD and IT services by our eligible schools? • The date your application was approved. • The beginning of this school year, July 1, 2006. • The vendor’s approval date listed on the CDE approved provider list, or July 1, 2006, which ever date is later.

  15. Are LCD projectors that are capable of accepting a data feed from a computer eligible products? • Yes • No • You need to ask the SCA.

  16. Are portable keyboard type devices, like an Alpha Smarts, eligible products? • Yes • No • You need to ask the SCA.

  17. Are interactive whiteboard devices eligible as “peripheral device” type products? • Yes • No • You need to ask the SCA.

  18. Is software that runs on a server eligible for reimbursement with General Purpose or Specific Category Software Voucher? • General Purpose Vouchers. • Specific Category Software Vouchers as “server software”. • You need to ask the SCA as it will depend upon the type or category of software it is. • Both 1 & 2.

Updated Timeline • Spring 2007: • The Parties will provide the CDE with an increased estimated allocation for California school. • 142 schools will be added to the eligible schools list. • The estimated voucher allocations will be recalculated and revised voucher award notifications are sent to funded LEAs. • Districts with approved applications may request to edit their application if any of the 142 schools will serve as a feeder school for one or more of their Potentially Eligible High Schools.

Updated Timeline • August 2008: • The Parties will provide the CDE with the increased and FINAL allocation for California schools. • The online RFA is closed and all districts that did not apply will be removed from the funding calculation list. All Potentially Eligible High Schools with no identified feeder school will be removed as well. • The final voucher allocations will be recalculated and revised voucher award notifications are sent to funded LEAs.

  22. Updated Timeline • September 25, 2012: Deadline for purchase of eligible products and services. • October 25, 2012: Postmark deadline for submission of voucher redemption forms. • 2010 – 2011: Second Cy Pres allocation is determined and online RFA is posted.

  23. Products Placement Requirement • Products are for use in eligible schools only • Products may not be transferred to ineligible schools • Eligible schools may replace or retire products when appropriate • Networking equipment that provides a substantial benefit to eligible schools may be placed at a district location

  24. Examples of Ineligible Products • Personal Digital Assistants (PDAs) • Video conferencing equipment • Video and audio tapes, CDs, or DVDs • Laptop carrying cases (unless purchased with the laptop)

  25. Examples of Ineligible Products • Cables, speakers, tape back up or storage units, read/write devices (i.e. external hard drives, USB drives, CD/DVD drives, etc.), zip drives, memory, video or audio cards, motherboards and CPUs that are not included as part of the purchase of a computer.

  26. Examples of Ineligible Products • Custom software • Costs for substitutes • Salaries (unless directly related to goods and/or services purchased with program vouchers- such as IT support and professional development, and the LEA is an approved provider)

  27. Examples of Ineligible Products • Insurance on goods acquired with program vouchers. Vouchers may be redeemed for warranties, however. • Indirect costs

Product Eligibility: Caution • Be wary of any vendor claims that their products or services are eligible for redemption. • Schools and districts are responsible for verifying that the product or service is eligible for redemption prior to making a purchase • Only the Settlement Claims Administrator can confirm eligibility of a specific product or service
