Policy alignment The policy’s alignment with broader priorities • Alignment of the local policy with regional, national and EU-level frameworks and goals • Integration of the policy into a broader local-level plan For example: • Munich’s TDP embedded in the broader plan, Perspektive München • The Netherlands’ national LEV policies synergies with EU laws

  4. Local support Supportive environment at the local level • Openness to the take-up of solutions that originate from departments not directly involved with transport For example: • Lund’s and Munich’s inter-departmental consultation processes

  5. Policy balance Striking a balance in the policy measure(s) • Policies that encourage complementary transport modes • Creating complementary push and pull measures For example: • TDP’s aim of a modal shift toward cycling • The Netherlands’ Motor vehicle Tax and subsidies on LEVs

  6. Cooperation Facilitating integration through cooperation • Clearly defined roles for inter-departmental cooperation and for interaction at various government levels • Capacity-building for collaborative policy development • Thinking, planning and acting as a wider urban area For example: • Lund’s and Munich’s cooperative processes • Krakow’s TeleBus, connecting outer areas

Responsibility Ensuring accountability during implementation and follow-through: • Policy implementation plan which ensures continued accountability across departments • Re-evaluation of the policy at regular intervals For example: • Munich’s Planning Department is responsible for the TDP; other departments must consult them regarding transport-related projects • Lund’s update of LundaMaTs with a widened vision
