CWMF Licence Conditions for Waste Acceptance • Clare County Council is only licensed to landfill waste which has been pre-treated before landfill. • Condition 1.13: Only waste that has been subject to treatment shall be accepted for disposal. • Landfilling of untreated waste is a licence non-compliance for which we may be prosecuted.

  3. What is pretreated waste? Waste which has been sorted before landfill eg: • Kerbside waste from a 2 or 3 bin system • Residual waste from processing through a waste facility. • Bulky waste which has been sorted to remove recyclables prior to landfill.

  4. Background to Pretreatment Requirement • Landfills will have to be monitored after closure until the buried waste becomes stable/inert. This may take 30 years or longer. • Landfill gas and leachate will have to be extracted from the landfill and treated for 10+ years after closure. • Landfills are an expensive option for local authority waste management. They should be used for residual waste only.

  5. Background (cont’d) • A further aim of the EPA is to minimise the amount of biodegradable municipal waste (BMW) in the landfill stream (e.g. food, timber, textiles, cardboard). BMW produces landfill gas, which contributes to: • Methane generation (Greenhouse gas) • Odour (from waste and gas)

Waste which is prohibited from direct disposal to landfill • Waste from a household 1- bin system which has not received any pretreatment. • Waste from a commercial 1-bin system which has not received any pretreatment. • Unsorted skip waste. Waste containing BMW is not banned from landfill, but licensees will have to report to the EPA on the content of BMW in the waste stream and we will be required to achieve a target of 47% BMW in municipal waste.

Waste Acceptance Procedures • Each load of waste is visually inspected at weighbridge and active cell. • Waste is also subject to quarantine inspection in the quarantine bays or at the active cell. • A waste transfer form must be completed for each load. This form is additional to the weighbridge docket and looks for additional information on waste pretreament.

Waste Acceptance Procedures cont’d) • CCC has received agreement from the EPA for small amounts of recyclable material to be removed at the CWMF. • Waste which is largely recyclable in content or from recyclables are difficult to remove, should be brought to a waste facility for treatment. • Unsuitable waste will be rejected (eg unsorted 1-bin!)

  13. Waste Acceptance Procedures cont’d) • EPA will be notified of rejected loads. • Regional WM office may also be notified. • Rejected waste must be removed from the facility. • For significant non-compliance, the EPA may required further corrective action to be taken.

BMW Requirements • From the 1st July next, CCC must report to the EPA on the percentage of organics in each waste stream. • The EPA have established BMW percentages for the different waste types. • Accurate weighbridge records are needed. • A properly completed waste transfer form is essential to this process.

Summary • Untreated waste cannot be landfilled. • BMW content of waste must be reported. • To comply with 1 & 2 above, waste transfer forms must be used for all loads. • CWMF can facilitate removal of small quantities of recyclables from waste but significantly contaminated untreated waste cannot be brought to CWMF. This waste MUST be brought to a waste facility for treatment.
