  2. Programs Evaluated at GVHS Connected to School Site Council • Compensatory Education • English Learner • Migrant Education

  3. Compensatory Education Finding: The District must disburse Tittle 1 EIA/SCE funds in accordance with the approved Consolidated Application. There was a discrepancy between the funds from the State allocated to the District and the funds from the District allocated to GVHS. Correction: The District must submit a revised School Site Plan approved by the School Site Council reflecting the correct apportionments.

  4. Compensatory Education Cont. Finding: Each employee paid in part from a single cost objective and in part from another revenue, must submit an accurate Personnel Activity Report (PAR). Correction: The District must submit revised PARs, as well as revised duty statements to reflect all job duties with the corresponding categorical funding objective and distribution of time.

  5. Example

  6. English Learner Program Finding: The ELAC members at the school sites in the District have not been elected; rather, they were volunteered for the position. Correction: The District must submit documentation showing that ELAC members have been elected by parents and/or guardians of English Learners. The committee must be composed of at least 20% of parents of EL students. The rest can be school staff.

  7. English Learner Program Cont. Finding: The District must disburse categorical funds, including EIA-LEP and Tittle 3, in accordance with the approved Consolidated Application and Reporting Systems (CARS). Correction: The District must submit revised School Site Plans showing the allocations from CARS for each school.

  8. Migrant Education Finding: The District is not sufficiently including Migrant Education students in the formal documents drafted, reviewed, and approved by all stake-holders. Correction: The District must submit revised School Site Plans showing current data, appropriate narratives and fiscal information related to Migrant Education. In addition, the School Site Plans must indicate a dollar amount for the services being provided to these students.

  9. Deadlines • The District has 45 days to correct the findings. • Deadline is January 27th, 2013. • If the deadline is not met, the District must request an extension to the State explaining the reasons for the extension and provide a timeline for completion.
