Background • NOAA Leadership Seminar (NLS) held Aug 2004 • 150 attended • 59 NOAA Weather Service • 28 NOAA Fisheries Service • 12 NOAA Satellite Service • 15 NOAA Ocean Service • 6 NOAA Marine Operation Service • 14 NOAA Research • 16 NOAA staff offices (includes 2 from PPI) • Note: In many cases there are managers between the SESers in this room and the NLS attendees, but they all work for one of us here. SES retreat - Dec 2004

  3. Background • An NLS agenda item was to provide issues and comments on “what you expect from SESers” • NLS input to be provided to the SESers at the next retreat. • So, here we go …. SES retreat - Dec 2004

  4. Expectations and Comments • Input characterized in three categories • Communications • Consistent message • Consideration of staff and SES interactions SES retreat - Dec 2004

  5. Communications • Is an important and sensitive issue • Communicate, communicate, communicate • Communicate the priorities of the agency • Communicate effectively between Senior leadership and staff • When on travel, stay connected (via mid level managers) • Provide clear direction and communicate expectations • Provide facts and dispel rumors • Communicate decisions of the NEC and NEP • Talk to people in the field SES retreat - Dec 2004

Consistent message • SES actions should be consistent with vision and mission • Learn to propagate consistent messages down through the ranks • Develop a scorecard for NOAA-wide accomplishments and distribute to all NOAA • Develop more outreach material to enhance NOAA message • Don’t bicker amongst each other over issues • committing to an action with NOAA leadership and then instructing staff to do something different. Consideration of staff and SES interactions • Frustration at lack of follow up/follow through on changes • Policies, programs, expectations, issues • Would like to see stability in management • Pass actions down in a timely manner; support reasonable turnaround times • Perceptions that staff submissions are filtered and negative issues deleted from reports • SESers seen as very busy – need to stay in touch with staffs SES retreat - Dec 2004

Consideration of staff and SES interactions (con’t) • Reward good workers • However, not by tasking them with more work • Hold staff accountable for performance • Empower employees • Provide the formal relationship and accountability between Field (Center/Region) SES and LO HQ and NOAA senior leadership • Make SES performance plans accessible SES retreat - Dec 2004

Group action assignments • General instructions: • Develop recommendation(s)/action(s) to take to address assigned items • Recommendations are to be actionable at the individual SESer’s level (not an organizational or group action) • Objective is to have all SESers be able to do the actions and recommendations • We will make our commitment to this as part of the outcome and minutes of this meeting • Groups will be assigned the following items SES retreat - Dec 2004

Group’s report-out • Written, one item per page • State group number and item being addressed • Provide individualized action(s) or recommendation(s) • If more then one, prioritize based on impact • Provide written report-outs to Carl or John or Mike Walker or Jen Costanza (PCO support staff) SES retreat - Dec 2004

Group #1 Communicate NOAA priorities Demonstrate SES actions are consistent with vision and mission Group #2 Follow up/follow through on changes Demonstrate SES sense of importance of and sensitivity to communications in NOAA Assignments – Develop actions or recommendations to: SES retreat - Dec 2004
