  2. Assessment of stakeholders helps to classify the actors impacted by the results of a performance enhancement initiative. This is the first step of any success initiative being prepared. This is when you define the most relevant partners and get to consider them. Such method of research means that all perspectives are reflected in a phase, so that no single perspective will dominate. This is a very powerful tool for incorporating certain viewpoints into the design phase of success initiatives. Stakeholders are defined as "individuals or organizations that stand to gain or lose from the success or failure of the performance improvement effort. Their interests in such an issue can be monetary, professional, personal, cultural, or can arise from a host of other motivations. Stakeholders typically have positive or negative views regarding a given project, and often don't agree with one another, making it a challenge to reconcile their varied viewpoints. It is important to identify all stakeholders for the purpose of identifying their success criteria and turning these into quality goals. It is critical that you allow stakeholders to understand each others' positions. Remember that although stakeholders may be both organizations and people, ultimately you must communicate with people. The final stage is to get an understanding of what motivates your stakeholders and what you need to do to win them over. Not all stakeholders need to be involved in all aspects of the project. Since a single project may have dozens or even hundreds of stakeholders, some stakeholder groups may need to be represented by a single individual.

Management's Role The role of management is to formulate and implement strategies and to make decisions that satisfy all or most of the stakeholders, or to ensure at least that no powerful and legitimate stakeholders are left too unhappy. Keep in mind that it is normally impossible for management to satisfy all demands completely. Stakeholder Influence Influence indicates a stakeholder's relative power over and within a project. Influence is defined as the extent to which a stakeholder is able to act on project operations and therefore affect project outcomes. The strength and effectiveness of the internal relationships enable the project team to function effectively and allows the team (or the project) to interact and influence the stakeholder community. Of course, the 'importance' of a stakeholder is directly associated with his/her ability to influence the project through their network of relationships. The more people you affect, the more likely it is that your actions will impact people who have power and influence over your projects. The next step is to work out their power, influence and interest, so you know who you should focus on. As part of this, think of all the people who are affected by your work, who have influence or power over it, or have an interest in its successful or unsuccessful conclusion. Conducting a Stakeholder Analysis A Stakeholder Analysis is an approach that is frequently used to identify and investigate the Force Field formed by any group or individual who can affect or is affected by the achievement of the objectives of an organization.

  4. A key strength of a stakeholder analysis is that it provides a systematic approach for assessing the relative importance of particular stakeholders to the survival of an organization. One of the benefits of using a stakeholder-based approach is that you can use the opinions of the most powerful stakeholders to shape your projects at an early stage of the project. Be aware that different approaches are appropriate for different stakeholder types. Sometimes by taking a broad, business focused approach, it has been possible to gain more degrees of freedom for the project. A proper analysis of the stakeholders will help you to construct a project approach suited to the situation and will allow you to negotiate better with the stakeholders. Remember, one of the main goals of Stakeholder Analysis is to reveal, and therefore potentially assist in reducing, the power imbalance among weaker groups which is often revealed during a policy reform process such as a performance improvement initiative. A clear assessment of each stakeholder's power and likely impact on the policy making process is conducted through several steps. Detailed information gained through a formal stakeholder analysis can be used in a variety of ways, from deciding where and when to schedule a single stakeholder meeting, to designing and tailoring long-term collaborative and participatory processes in which stakeholders play a key role.
