  3. The Question • What should public managers take to be their purpose? What should they be trying to accomplish?

  4. Imitate Business Model • Focus on the bottom line– profit as the goal • Does not work for government • But, perhaps focus could be on efficiency and effectiveness

  5. How do we evaluate governance? • Responsiveness • Accountability • Problem solving • Conflict reduction • Performance

  6. How do we evaluate governance? • Focus on public value instead of bottom-line profit • But, what does public value mean?

  7. Competing perspectives Public value as • the achievement of political mandates • the achievement of professional standards • Determined through analytical techniques • Stakeholder and customer satisfaction

  8. Conclusion • Citizens and representatives as customers • Judged by legislative approval of funding
