Meeting Objectives Overall Objective: The purpose of this meeting is to give the U.S. TAG Attendees a recap of the London Meeting and to start planning for review and action on Committee Draft • Review and impressions from the Morocco PC 283 Meeting • High level insights on WD1 and U.S. comments • Strategies and plans for TAG activities Updated WD1 text not yet available

Summary of the PC 283 meeting in Morocco • Objective: Processing WD comments into a Committee Draft • 1300 comments, 230 Pages; 49 page PoC annex • 85 Delegates in attendance, 33 of which attended for 1st time • PC Membership: 45 P Mem (+2), 15 Observers, 12 liaisons (+6) • May 1st ISO/DEC Directives: 2 month CD review period, one 9 mo extension, a now “optional” FDIS stage • Development of a draft scope and purpose • “Guidelines for use” oriented towards interpretation of requirements • WG1 divided into 5 workgroups only one of which completed its task • Work extended to a July 1 deadline with ballot for a CD • Plans for an August 1 release of a CD • Delay will “push” next PC meeting to November

Status and subsequent plans • Text in WD1 has for the most parts been revised, some parts are still subject to change • The Annex has not been fully addressed yet • PC 283 Task groups are continuing their work via correspondence (or physical meetings) if necessary to • complete their standards text and • the text for the guidance annex • 1st July - The completed texts will be assembled into a full draft by the WG Convener and Secretary • The full draft will be edited by the WG Convener with the assistance of the TG Leaders

Casablanca Resolutions Resolution 1/2014 • To circulate a Committee Draft of ISO 45001 for comment and ballot, following preparation of the text by ISO/PC 283/WG1 Resolution 2/2014 • Amend the Design Specification of ISO 45001 to be consistent with: • The Committee Draft of ISO 45001, and • The results of the ballot on “OHS” versus “OSH” (see PC283/N88) • Circulate the amended Design Specification for review and confirmation at the next plenary meeting Resolution 3/2014 • To thank the host of the meeting, IMANOR, and it’s sponsor INCVT for the excellent meeting facilities provided and for its wonderful hospitality

Work plan following the Morocco meeting 15 July - The full draft will be circulated to the members of WG 1 for a Yes/ No ballot on whether it is adequate to go forward as the CD text 1st August – CD ballot starts 1st October – CD ballot closes Next PC meeting – end of November 2 mo. Reminder of Some of the Major issues so far • Terms and definitions (e.g. “issues”, “workplace”, “risks”) • The concept of “positive risks” or opportunities • Management system vs. program orientation • Feed back and crisp relationships between sections of 45001 • Employee / worker participation • What stage assessments (i.e. risks) are conducted • Flow and understanding of the planning section from assessment to prioritization to objectives to system issues • Supplier / outsource management (including procurement and contractor management)

General Overview Of the 1295 comments submitted… 266 (20%) are on Section 6, One third of those (80) are in the definitions of risk and hazard Comments include: Feedback (choices) on terminology Proposals to adjust structure of the section to improve flow Proposals to transfer content to other sections Suggestions for changes to wording Draft content for guidance on specific topics

  17. Section 6 Comment disposition Delineation of comments processed: • Terminology: 66 • Structure & Flow: 17 • Text detail: 156 • Editorial: 19 • Annex: 8 TOTAL: 266 (258 addressed: 8 remaining) – but a few deferred comments need to be revisited. Work not yet started on annex

Comments overview & hot topics Overall Structure of Section : Suggestion to move OHS risk assessment from Sec 6 to 8 Suggestion to move Comp Obligations from Sec 6 to 4 (Context) General concern about overall flow – especially Section 6.1 Terminology and requirements: “opportunities” “compliance obligations” / “legal and other requirements” “objectives” – are these improvement or performance objectives? System Risks vs. OHS Risks clear distinction required in section 6 consistent with Annex SL

Section 6 Terminology – Risk Majority of comments appear to favor separating general (management system) risks from “OHS risks” Some favor making the OHS risk definition a note to the Annex SL risk definition (U.S. comment) A few prefer purely to use Annex SL Choice of 3.09A close to U.S. preference (an estimate of vs. combination) 3.09A - OH&S risk - combination of the likelihood of an occurrence of a hazardous event or exposure(s), and the severity of injury or illness ill-health that may be caused by the event or exposures

Section 6 Terminology – Hazard 3.09B1 most popular, followed by B2 (the U.S. preference) which said “condition, set of circumstances, or inherent property that can cause injury, ill health/illness or death 3.09B1 (before) - Hazard - source, situation or act with a potential for harm in terms of human injury or ill-health/illness, or a combination of these 3.09B1 (after) - Hazard - source, situation or act with a potential to cause human injury or ill health

Section 6 Terminology – Misc Opportunity - should not be defined but guidance is necessary to explain the concept as follows: assure the OH&S management system can achieve its intended outcomes prevent, or reduce, undesired effects achieve continual improvement Deferred to TG5 (Terminology) “Compliance obligations” vs. “Legal and other requirements” “Objectives”

Overall Structure of Section Suggestion to move OHS risk assessment from Section 6 to 8 • Keep main discussion in 6, with focus in 8 remaining on application of controls (arising from RA) – but noting the feedback loop to 6. Suggestion to move Compliance Obligations from 6 to 4 (Context) • Keep main discussion in 6, with existing mention reference in 4 General concern about overall flow – especially Section 6.1 • Agreement to reposition “Compliance obligations” section • Majority in TG2 favor position early in Section 6 before HAZID &RA • Minority strongly favor position after HAZID & RA • Referred to plenary resulting in no change
