Outline • Preliminary Meeting to review EmKey’s potential pipeline project • Pipeline Utilization • Transport natural gas from newly developed Shale exploration • Allow access to local municipalities and end users • Route • Anticipated route from Morrisville to Windsor • Estimated length of 75 mile • Plan to utilize ROW acquired from Norse • Incorporate route/approval previously received from PSC • 16” steel pipeline Case 09-T-0499 • Currently reviewing ROW • Type of Pipeline • Currently Engineering for Utilization • Steel Pipeline • Coated steel from 16” to 24” • Pressure rating of approximately 1400 psi • Type of PSC Filing • Article 7 Filing • PSC to be lead agency

Outline • List of necessary approving agencies • PSC • Environmental and Safety • Army Corps of Engineers • River crossings& wetlands • NYS Office of Parks Recreation and Historic Preservation • Archeological studies • Federal and NYSDEC Wetlands • Open and wooded wetland crossings • NYSDOT • Road use and crossings • County • Road use and crossings • Soil and water • Townships • Road use and crossings • NYS Agriculture and Markets • Active fields/crop land • Conservation districts • NYSDEC Soil & Water • SWPPP • SPDES permitting • Taps • Dominion, Tennessee and Millennium • End user taps as feasible • Compression • Currently under evaluation

Outline • Time Line • Review existing ROW • Currently finalizing • Notification to ROW land owners • End of month • Flag and survey route • Possibly start end of month • Select areas • Visual Inspection • Possibly end of month • Prepare PSC application • First or second quarter of 2013 • Installation dependent on permitting and approval of SGEIS • Additional Meetings • PSC will require additional public meetings as part of the application process • Town/County meeting as needed • Comments and Questions
