Contracting Process • USDA’s NAIP Contract Includes: • A “performance based” statement of work of products and services to be provided • A definition of required end products rather than a rigid “how to” set of specifications • Allows innovative methods to produce the end product including film or digital options

  3. Contracting Process • USDA’s NAIP Contract Includes: • A competitive source selection process which evaluates contractor proposals according to: • Technical merit • Past performance and quality assessment • Pricing and other criteria

  4. Contracting Process • Recommended Evaluation Factors: • Data Provider’s sensor acceptance test plan and results • Documentation of processes that ensure sensor is properly maintained and operated • Records to indicate that procedures have been followed and sensor is properly calibrated
