G20 Action Plan on Food Price VolatilityAgriculture Ministers Declaration, Paris 6/22-23 • Launch G20-GEO Global Agricultural Monitoring Initiative (GEO-GLAM) • Enhance national agricultural reporting systems • Establish sustained int’l network for research/monitoring • Create an operational global agricultural production monitoring system of systems from satellite and in situ observations • “Establish a roadmap for international coordination of space agencies in the design and implementation of a satellite observing system covering agricultural production monitoring needs, and ensuring its long-term operation” • Specific roles and responsibilities for major actors (GEO, FAO, WMO, Space Agencies, and Agriculture Ministries) to be defined before June 2012 • One year preparatory phase (supporting missions and workshops) • Six-year overall budget and schedule (current estimate of $45 million) • Paired with new G20-launched, FAO-led Agriculture Market Information System (AMIS)

G20 GEO-GLAM MeetingGeneva, 9/22-23 • 33 participants from 13 G20 Members (many GEO Agriculture CoP experts), CEOS, FAO, and WMO • Initiated process to develop detailed Implementation Plan • Seek institutional engagement/commitment from FAO, CEOS, WMO, and the Consultative Group on International Agricultural Research (CGIAR) • Identify near-term, gap-filling opportunities for space-based EO • Add value to traditional crop statistical methods • Build on national and global operational systems • Support national institutional capacity building • Incentivize national participation • Establish targets and measures of “improvement” and demonstrated effectiveness • Seek ensured satellite data continuity • Advance GEO GLAM – FAO AMIS linkages

GEO-GLAM Meeting:CEOS Participation • CEOS Executive Officer -- observer status • No CEOS commitments made nor implied • Gather information on GEO-GLAM for referral to CEOS leadership for its members’ consideration • Report on initial CEOS support to JECAM (science precursor) • Noted developing data access procedures to support FCT/GFOI • During requirements discussion, shared copy of LSI Guidelines for Moderate-Resolution Optical Land Imaging Systems • Staff from CEOS Member Agencies/Associates in attendance and expressing GEO-GLAM interest/support, but not in a CEOS capacity • CSIRO, EC/JRC, FAO, INPE, ISRO, USGS (FEWSNet), WMO

Intended G20 GEO GLAM Next Steps • Oct-Nov 2011: Develop detailed Six-Year Implementation Plan (IP) • Oct 2011-Jun 2012: International GEO GLAM awareness raising • Oct 28 2011: GEO GLAM executive report distribution and solicitation of remaining G20 national expert nominations • Nov 3-4 2011: G20 Heads of State Summit, Cannes • Nov 16-17 2011: GEO GLAM presentation at GEO VIII Plenary • Nov 30 2011: Publication of GEO GLAM IP v.2 • Dec 2011-Jan: 2012: IP refinement via community feedback • 31 Jan 2012: Issuance of final GEO GLAM IP • Feb-Jun 2012: Obtain national, institutional support, and secure funding for 2012-2018 An ambitious program with a very challenging schedule

Initial CEOS Questions for GEO and Agricultural COP • What satellite-derived information products do you require/desire? • At what frequency should these information products be produced?  • Who would receive these products, and how would they be used? • When would the product recipient(s) be ready to assimilate information products? • How would you want the products to be distributed (i.e. single web portal, direct delivery to national authorities, etc.)? • How would GEO GLAM-related funding occur for global data acquisition and provision, by government agencies and/or commercial entities? • Does GEO GLAM intend to make use of both free-of-charge and commercial data, and through what mechanisms? Not a traditional “client-service provider” relationship -- Dialogue Needed for CEOS Determination –
