  5. Current Work Status of 1991 Guide Review WHAT WE HAVE DONE: • Identified portions which need to be updated • Developed web based questionaire • Obtained input from SCOD (94% response rate) • Prepared some examples of our findings

  12. Current Work Status of 1991 Guide Review – Cont’d WHAT WE WILL DO: • Provide each state with a summary of all responses • Provide access to each states’ individual response • Identify trends which may be of value • Identify issues which may need to be addressed

  14. Current Work Status of 1996 Guide Review. • We have created an unedited list of possible issues related to Consultant usage • We are seeking input from the SCOD regarding the areas most in need of emphasis Areas considered include:

  15. Issues related to consultant usage • Costing, i.e., overhead rates • Indemnification • Incentives/disincentives • Collaborative/interactive negotiations • Selection process • Location preference • Brooks Bill • How errors and omissions are addressed

Issues related to consultant usage – Cont’d • Application of errors and omissions clause in contracts • Quality control • Cost scheduling • Accountability • PS&E/Bid preparation • Feed back process documentation • State practice on master contracts and/or on-call contracts • Task orders • Scope negotiations
