However this roadway is used by bicyclists and pedestrians accessing Ladera Linda Community Center/Park, creating the potential for significant conflict with vehicles. Furthermore, the accident rate is well above the average for similar roadways with Los Angeles County. Considering these factors, it is appropriate to apply a 5 mph reduction from the 85th percentile speed in order to establish a reasonable and safe speed limit. COMMENTS
