  1. Group Discussion - Private Sector Investment and Partnership Critical areas • Clear definition of roles: Government as a facilitator/regulator; provide infrastructure to facility investments. The private sector as a key drive for investments along the value chain. The civil society in terms of capacity building, resource mobilization and advocacy • Create conducive private sector investment climate : policy, regulatory framework, land tenure etc. [in Sierra Leone, MoU with investors]; system for dialogue, monitoring, reporting; Public sector facilitate infrastructure • Capacity building for small holders and indigenous private sector; long term investment opportunities • Integrate small holders into small scale and large scale investments (land grabbing, poverty reduction etc)

Group Discussion - Private Sector Investment and Partnership Critical areas • Special programmes for promoting youth and women farmers/smallholders • Increase access to agri-business finance • Value addition to capture more of the price to increase farmer and domestic income and create jobs • Dedicated structure for PS: within government on value chain structuring, investment opportunities and facilitating the public-private sector co-ordination

Some preliminary indicators • Number of agribusinesses registered and are actively operating • Volume of formal investments (domestic and foreign) • Volume of commercial bank loans: • % going to agriculture • ∆ in the portion of the loans going to agriculture
