  2. What is LEP? Limited English Proficiency

  3. Goal Reduce language barriers when applying and receiving services and assistance from the Everett Housing Authority.

How this will effect you… • Every employee must be aware of LEP obligations. • All employees must be able to provide access to translation and/or interpretation services. • Employees must know how to access such services. • Every employee must ensure that their client is aware that language services are available. • Every employee must use an LEP activity log to document translation and interpretation services used.

  5. Definitions • Limited English Proficiency Person: Any person who does not speak English as their primary language and who has a limited ability to read, write, or understand English. • Vital Documents: Any document that contains information that is critical for obtaining or maintaining services or benefits that are supported by federal funds, or that are required by law. • Interpretation: The act of listening to spoken words in one language and orally translating it into another language. • Translation: The replacement of written text from one language into an equivalent written text in another language. (Note: Some LEP persons cannot read or write in their own language and back up oral interpretation services may be needed for written documents).

  6. LEP Plan/Policy A copy of the plan and policy will be available for all employees once the plan has been approved and sent to HUD

What Everett Housing Authority is going to do to comply • Provide all employees AT&T language cards and training on using them. • Community Resource list. • List of all employees who can be used for emergency interpretation. • Translate Fair Housing posters which are posted in common areas on each property. • Translate vital documents as required. • “I Speak” cards. • Provide and monitor LEP log activity. • Language area in the lobby.

  10. What Everett Housing Authority is doing to do to comply • Provide LEP training to employees. • Send cover letters with appropriate mailings. • Survey clients annually for language proficiency. • Keep track of census data. • Provide needed tools to employees to help make language services available to assist with translation.
