Conclusions • Changed Product Rule: • Good cooperation between regulatory authorities and industry • In development of advisory material • In development and implementation of training • Authorities continuous Implementation Team for monitoring implementation consistency • Update on Rulemaking Prioritisation: • Agreements among the authorities: • Prioritisation List (top 26) • Moratorium on lower priority tasks • Industry support and commitment to prioritisation appreciated.

  3. Conclusions • Implementing Rule (IR 21): • IR 21 mirrors JAR 21, Amendment 4 plus appropriate mature NPAs • New IR 21 requirements necessary to fill current gaps in JAR 21 • Update of airworthiness approvals: • “Grand-fathering” of NAA approvals used in transfer policy for continuity • FAA and industry are concerned on any decision that delays transfer after 28 September 2003.

  4. Action Items • Continued support by the authorities and industry for CPR training as well as continued maintenance of TVP and PTVP. • Harmonisation Priority List: Authorities and Industry communicate to their specialists reasons why their rulemaking project is discontinued. • FAA and EASA must develop a process to keep current the regulatory priority list.

  5. Action Items • FAA and EASA discuss when and if appropriate, the issue of ‘rulemaking by policy’. • JAA to inventory work to be transferred to EASA. • FAA and US Industry must work closely with EC to ensure all US products are transferred to EASA.
