COMMAND AND STAFF PRINCIPLES “ THE GENERAL STAFF IS INTENDED TO CONVERT THE IDEAS OF THE COMMANDING GENERAL INTO ORDERS, NOT ONLY BY CONVEYING THE FORMER TO TROOPS, BUT FAR MORE BY WORKING OUT ALL THE NECESSARY MATTERS OF DETAIL, THUS RELIEVING THE MIND OF THE GENERAL FROM A GREAT AMOUNT OF UNNECESSARY TROUBLE.”

  2. THE MILITARY STAFF • THE MILITARY STAFF IS ORGANIZED SPECIFICALLY TO BE A SINGLE, COHESIVE UNIT TO ASSIST THE COMMANDER IN ACCOMPLISHING THE MISSION. THE STAFF HAS NO COMMAND AUTHORITY OF ITSELF, AND IS NOT IN THE CHAIN OF COMMAND. THE STAFF EXISTS TO SERVE THE COMMANDER AND PROVIDE SUPPORT TO SUBORDINATE COMMANDS.

  3. PRINCIPLES OF STAFF ORGANIZATION THE COMMANDER ESTABLISHES AN EFFECTIVE STAFF ORGANIZATION BY – 1. DESCRIBING ASSIGNED RESPONSIBILITIES CLEARLY 2. DELEGATING DECISION MAKING AUTHORITY TO STAFF OFFICERS COMMENSURATE WITH THEIR ASSIGNED RESPONSIBILITY 3. GROUPING RELATED ACTIVITIES 4. ESTABLISHING AN EFFECTIVE SPAN OF CONTROL

  4. STAFF AUTHORITY STAFFS DO NOT HAVE COMMAND AUTHORITY – THEY ARE NOT IN THE CHAIN OF COMMAND STAFFS ONLY EXERCISE AUTHORITY OVER: 1. THEIR OWN SUBORDINATES 2. TASKS DELEGATED TO THEM BY THE COMMANDER

  5. STAFF RESPONSIBILITIES STAFF RESPONSIBILITIES: OBTAIN INFORMATION AND PROVIDE ADVICE TO THE COMMANDER ANALYZE INFORMATION AS A BASIS FOR MAKING RECOMMENDATIONS ISSUE AND SUPERVISE PLANS AND ORDERS TAKE ACTIONS AS NECESSARY TO CARRY OUT COMMANDER’S INTENTIONS

  6. COMMAND AUTHORITY VS. RESPONSIBILITY • AUTHORITY IS WHAT A COMMANDER LAWFULLY EXERCISES OVER SUBORDINATES BY VIRTUE OF RANK OR ASSIGNMENT WITH AUTHORITY COMES RESPONSIBILITY • COMMAND RESPONSIBILITY: • A MORAL AND LEGAL ACCOUNTABILITY • COMMANDERS ALONE ARE RESPONSILE FOR ALL THEIR UNIT DOES OR FAILS TO DO

  7. DELEGATION OF AUTHORITY • STAFF AUTHORITY VARIES WITH THE DEGREE OF AUTHORITY DELEGATED TO IT BY THE COMMANDER • COMMANDERS CAN DELEGATE AS MUCH AUTHORITY TO SUBORDINATES AS CONSIDERED NECESSARY -- BUT UNDER NO CIRCUMSTANCES CAN THEY DELEGATE ANY PART OF THEIR COMMAND RESPONSIBILITY

  19. DUTIES OF THE S2 SECURITY OFFICER 1. RESPONSIBLE TO THE BATTALION COMMANDER FOR THE SECURITY OF THE BATTALION AREA. ARMS ROOM SUPPLY ROOM CLASSROOMS OFFICES 2. CONDUCT THE MONTHLY INVENTORIES OF ALL SERIAL NUMBERED ITEMS 3. CONDUCT A DAILY SECURITY CHECK OF THE BATALION AREAS.

  20. DUTIES OF THE S3 OPERATIONS OFFICER 1. COORDINATES WITH THE SAI AND AIs TO ENSURE THE MONTHLY TRAINING CALANDER IS COMPLETE 2. PREPARES THE WEEKLY TRAINING SCHEDULES 3. POST TRAINING SCHEDULES ON THE HALLWAY BULLETIN BOARD AND ON THE BULLETIN BOARD OUTSIDE MAIN CLASSROOM 4. UPDATES CLASSROOM BULLETIN BOARD 5. MAINTAIN ALL RECORDS FOR SELECTION OF THE CADET OF THE YEAR

  21. DUTIES OF THE S4 LOGISTICS OFFICER 1. ASSISTING IN THE ISSUE AND TURN OF ALL BATTALION CLOTHING AND EQUIPMENT 2. MAINTAIN THE SUPPLY ROOM IN A HIGH STATE OF READINESS AND CLEANLINESS 3. MARK CLOTHING BY SIZE AND PLACE IN THE CORRECT STORAGE AREA 4. CONDUCTS PERIODIC INVENTORIES AND INFORMS THE SAI WHEN ITEMS REQUIRE REPLACEMENT 5. ENSURE THAT ALL CADET CLOTHING RECORDS ARE PROPERLY PREPARED AND THAT EACH CADET HAS A CLOTHING RECORD

  22. DUTIES OF THE S5 CIVIL AFFAIRS OFFICER 1. COORDINATES WITH THE SCHOOL AND LOCAL NEWS PAPERS FOR COVERAGE OF JROTC EVENTS 2. RESPONSIBLE FOR MAINTAINING THE UNIT SCRAP BOOK AND PHOTO JOURNAL 3. UPDATES JROTC BULLETIN BOARD IN THE COMMON AREA 4. PUBLISHES MONTHLY JROTC NEWS LETTER 5. PRODUCES CADET BIRTHDAY CARDS

  23. DUTIES OF THE BATTALION EXECUTIVE OFFICER 1. FULLY INFORMED AND KNOLWEDGEABLE OF ALL BATTALION OPERATIONS AND SPECIAL EVENTS 2. COORDINATES THE BATTALION STAFF / SUPERVISES STAFF ACTIONS 3. ORGANIZES AND CONDUCTS ALL BATTALION STAFF MEETINGS 4. KEEPS THE BATTALION COMMANDER FULLY INFORMED 5. ASSUMES THE DUTIES OF THE BATTALION COMMANDER IN HIS ABSENSE

  24. DUTIES OF THE BATTALIONCOMMAND SERGEANT MAJOR 1. ADVISES THE BATTALION COMMANDER ON ALL MATTERS CONCERNING ELSISTED AND NONCOMMISSIONED MEMBERS IN THE BATTALION 2. SUPERVISES ALL NON COMMISSIONED OFFICERS IN THE BATTALION 3. ENSURES ALL COMMUNICATIONS ARE DISSEMINATED DOWN THE NON COMMISSIONED OFFICER CHAIN OF COMMAND 4. PERFORMS ADDITIONAL DUTIES AS DIRECTED BY THE BATTALION COMMANDER
