Yes RO sends letter of incompleteness to State. No action taken on submittal Send letter to State indicating why Submittal does not meet EPA requirements and provide State with 3 Options (1. withdraw 2. make changes 3. Let EPA disapprove package) SIP Submittal routed to lead State addresses all comments SIP Lead prepares Notice of Proposed Rulemaking (NPR) No State submits required info/docs? Start State works with the Regional Office (RO) prior to submitting revisions (helps expedite the process) Yes SIP submittal routed for review Yes No Rule is approvalable? RO contacts the State for additional info/docs No Submittal passes completeness review? Appropriate reviewers review SIP submittal prior to established deadline Conducts parallel processing completeness review RO sends letter of completeness to State State conducts Public Hearing Yes State State EPA Regional Office (RO)
