Introduction The Electronic Document Management System (EDMS) is a system used to receive and store electronic documents, which allows parties to court actions to securely file documents electronically. The system will index, organize and deliver these documents electronically to court staff, members of the judiciary, the parties and where appropriate, to the public. EDMS • Allows you to electronically file court documents with the Judicial Branch using personal computers via the Internet. • Sends notices of electronic filings to lawyers, litigants, and officials. • Is designed to receive and store electronic documents, media, and other information. • Integrates with the Iowa Court Information Systems (ICIS), enabling public access via the Internet to the court docket and court documents 24/7.   6. IntroductionEDMS Workflow As shown in the diagram below, filings will come through the filer to the county clerk and then to the Judge. Information will also flow back from the Judge or clerk to the eFiler. In EDMS, each user will have screens for their own use. eFiler’s Interface Clerk’s Review Judge’s Interface Clerks will review and approve eFile information using the Clerk’s Review screen. Judges will view information and file orders via the Judge’s interface. eFilers will submit filings and get notice of filings by other parties using the eFilers interface.   8. RegistrationeFiler Registration Overview Anyone can eFile if they have an account. To register for eFiling, follow the steps listed here. • Access https://www.iowacourts.state.ia.us/EFile/ • Select the Request Account button • Follow the registration instructions Press the Enter key to continue.

  11. EDMS Process: How does this work?eFiler A registered eFiler will be able to access the eFiler’s Interface via a web browser on the Internet. Filers can submit filings on new (initiate the case) or existing cases. • Select the type of filing (such as small claims, etc.), • Enter parties to the case, and • Enter contact and other information, as appropriate.   12. EDMS Process: How does this work?eFiler, continued The eFiler will attach the appropriate documents using the eFiling system. Once the information is entered and documentation attached, the eFiler can submit the filing without ever leaving his or her office. Later, the eFiler can check on the status of their filing using the same system. Important Note! If there is a filing fee, the filing will not be approved until the fee has been paid.   13. EDMS Process: How does this work?Clerk’s review When the eFiler has submitted a filing, the information will be sent to the clerk for review. Clerks will be able to see filings from all counties in which they are approved to work. Additionally, clerks are able to organize work according to the priority rating. • Edit information (such as the Case Title), as needed. • Request clarification from the eFiler. EDMS Process: How does this work?Clerk’s review, continued Once the submission is approved by the clerk, the filing may be docketed and the information sent to the Iowa Court Information System (ICIS) database. EDMS integrates with the Iowa court’s content management system in docketing electronic filings. Important Note! Filings will not be approved until the fee has been paid. EDMS Process: How does this work?Document Storage & Retrieval The eFiler will either attach an electronic version of their document or scan a paper document to attach to their filing using the eFiling system. Scanners are available at public access terminals in the county courthouses. Clerks may scan paper documents from existing cases or for filers who are exempted by court order from electronic filing.   16. EDMS Process: How does this work?Judge In the end, Judges will see all information that have been electronically filed and all ICIS data on a case. The Judges Interface will provide the Judge with a complete picture of the case including ICIS information, documents, and alerts.
