Introduction: why leadership matters Leadership is the basis of delivering excellent care, even in the midst of change “Delivering the vision demands a capable and well-trained workforce...[working] across health and social care boundaries to deliver more integrated services...[and increased] leadership capacity in order to deliver on those changes.” A Vision for Adult Social Care, 2010 “....Social care, when done well, can transform people’s lives....this requires leadership across the sector and at all levels within it – working closely with the people who rely on social care services to make their experience liberating and affirming.” The Status of Social Care – A Review 2007

One way to further this: a National Skills Academy for Social Care “...The purpose of a Skills Academy for Social Care is to support people to maintain their independence, enable them to play a fuller part in society, protect them in vulnerable situations and manage complex relationships... by developing world class practice leaders, service leaders, system leaders, and future leaders across the whole sector of social care.” The Status of Social Care – A Review 2007

The story so far... • Launched October 2009, covering adult social care across England • We work specifically in the fields of leadership, management and commissioning – programmes now up and running • In the Vision for Adult Social Care, we have been charged with developing a leadership strategy for the sector • Government-backed and employer-led from across the social care sector – personal employers, SMEs and national players • Supporters include the NCA, ECCA, the NCF, VODG and SCA

We’re here for three groups of people in adult social care • We help social care employers to increase and extend the skills of their workforces – especially SMEs in the private and not-for-profit sectors • We help social care training providers to get the recognition and endorsement they deserve, and to link them with employers • We help and support social care commissioners to improve their commissioning practice

And we help in four main ways Leadership and Management programmes for Employers - leadership at all levels, management beyond traditional care roles, social care as a career Identification and Endorsement of Excellent Social Care Trainers - linking trainers, employers and commissioners Help with good practice for Social Care Commissioners - e-learning materials and case studies, plus support for Local Authorities, Personal Employers and other service users commissioning services Membership of the Skills Academy for Everyone in social care - networking, help and advice in working towards excellence, saving time and money, being part of a movement in social care

We want to help you make a real difference • We want: more people coming into the social care workforce better-skilled and better-qualified people in social care people staying longer in the social care workforce people feeling that social care is a career and a choice people in the social care workforce feeling valued • We aim: to help transform leadership and management across the adult social care workforce, so that excellent quality is the norm “The Skills Academy...should aim for leaders in social care to be the best leaders in public service.” The Status of Social Care – A Review, 2007

Why leadership matters especially now Demandgrowing and becoming more complex - e.g. ageing population, ‘the oldest old’, changes in people’s expectations Supply/Resourcesreducing in relation to time and money - e.g. local authority cuts, lower household income, fewer resources for training Changes bewildering and far-reaching - e.g. in structures, customer base, regulation and relationships Culture some things aren’t changing fast enough

Potential implications for providers • Real revenue challenges and funding pressures, sometimes just as borrowings are falling due • Need to ‘do more – and more complex - with less’ across the board – implications for recruitment and retention • May mean simply doing less: service reconfigurations, narrower eligibility criteria, externalisation of services • Or doing things differently, adapting to new markets – self-funding, personalisation, flexible care models, new service commissioners • Inculcate leadership early and see management differently

What we’re doing to help you: Leadership and Management programmes Over the past 18 months, the Skills Academy has put in place a pathway for leadership and management development for a social care career Graduate Trainee Scheme, Access to Apprenticeships, Worldskills Competitions Front-line Leaders Programme Operational Managers Programme Aspiring Leaders Programme New Directors of Adult Social Care Senior Leaders Programme Coaching and Mentoring

What we’re doing to help you: Our Endorsement Framework • 2 Strands: • Endorsement for organisations, e.g. independent training providers or in-house training providers • Endorsement of individual practitioners • 2 Levels: • Recognition – meets recognition criteria for endorsement • Centre of Excellence in Social Care Training – meets recognition criteria + excellence criteria that show how providers understand and use social care values in their training provision

  12. What we’re doing to help you: Help for Service Commissioners • Behaviours/attributes/skills/competencies needed for good commissioning • Bank of case studies available on our website (www.nsasocialcare.co.uk) • 18 Good practice learning resources

What we’re doing to help you: Membership • >200 Member organisations from right across social care and across England: > 2,000 care homes; thousands of staff members and service users • Mixture of large and small: national, regional and local: residential and domiciliary care: local authorities; training organisations; charities and support groups ; and individuals • Wide range of benefits: special events; networking; access to information and discounts on programmes • About more than member services: about shaping the new social care narrative and coming together as part of a movement in social care, with a national voice
