  2. Definition • DEFINITION OF A FREIGHT VILLAGE "A freight village is a defined area within which all activities relating to transport, logistics and the distribution of goods, both for national and international transit, are carried out by various operators”.

  3. Typical Freight Village

  4. NYMTC Region: Things To Think About Demographics Land Use Transportation

  5. Employment Trends 74% 31.54% 20.62%

  6. Air Cargo Employment JFK Total Employees: 35,000 (1) 44% related to Air Cargo : 15,400 (2)

  7. Trend In Manufacturing

  8. Average Hourly Wage

  9. Population Density

  10. Warehouse/Distribution Land Use New York City: Industrial uses (warehouses and factories) occupy 6,101acres or four percent of New York City’s total lot area (1) West of the Hudson River: New Jersey has more than 440 millionsquare feet (10,100 acres) of warehousing and distribution space. (2) 45 Million sq. ft of W/DC near Exit 8A of NJ Turnpike. (2) 17 Million sq. ft of W/DC near Exit 10 of Interstate 295 (2) 24 Million sq. ft of W/DC in Eastern Pennsylvania (2)

  11. 228,832 Trucks Per Day 50% Increase 1985-2005 Transportation Trans-Hudson River Truck Traffic

  12. Truck Trip Purposes

  13. Commodity & Non-Commodity Truck VMT

  14. NYMTC Regional Freight Plan Objectives • Reduce future truck volumes on some roadways • Improve traffic operations on some roadways • Increase rail mode share in the region • Improve environmental quality • Create a more efficient and cost-effective freight delivery system

  15. Existing International Freight Villages • 60+ Freight Villages (Intermodal Logistics Center (ILC) in US) • 11 Countries Italy–Spain–Germany–Denmark–Portugal–Luxembourg–Greece–France–Hungary-Ukraine–USA

  16. Features : Freight • Multimodal service • Warehousing • Distribution • Intermodal terminal • Customs • Freight forwarders

  17. Features: Ancillary • Restaurants • Motel/hotel • Post office • Transit service • Banking services

  18. Administration/Management • Public-private partnership • Private ownership/management

  19. Benefits of Freight Villages • Create an efficient movement of freight • Accommodate the increase in freight volumes • Promote economic development • Reduce truck miles of travel • Community design/aesthetics

  20. Design: metropolitan areas

  21. Design: Suburban

  22. European Experience

  23. European Experience:Kiel, Germany, Japan

  24. What Criteria Are Used to Determine the Location of A Distribution Facility? • Infrastructure • Labor costs • Proximity to customers • Community and site characteristics

  25. Feasibility of Freight Villages in the NYMTC Region Study • The purpose of this study is to determine the feasibility of developing freight villages in the NYMTC region and to determine how or if they would address the objectives noted above.

  26. Six Sites for Further Analysis

  31. NYMTC Feasibility StudyScope • Task 1: Inventory of Planning Resources • Task 2: Freight Processes in the NYMTC Region • Task 3: How a typical freight village works • Task 4: Measure of Relevance • Task 5: Analyzing Freight Village Opportunities • Task 6: Benefits of a NYMTC Freight Village • Task 7: Public Outreach • Task 8: Draft Final Report • Task 9: Final Report

  32. METHODOLOGY

  33. SELECTIONCRITERIA

  34. NYMTC Goals Met by Different Types of Freight Facilities X = likely would address (X) = potentially could address, or could address but to a lesser degree

  35. CRITERIA ANDSUB-CRITERIA WEIGHTS

  36. QUANTITATIVE SITE ASSESSMENT Numerical scores for each criterion (1)

  37. QUANTITATIVE SITE ASSESSMENT Numerical scores for each criterion (2)

  38. Assessment To Date • Each of six sites has some degree of potential to be a freight village • More work needs to be done

  39. NYMTC Feasibility Study • Accomplishments so far: • Task 1: Inventory of Planning Resources • Task 2: Freight Processes in the NYMTC Region • Task 3: How a typical freight village works • Task 4: Measure of Relevance • Task 5: Analyzing Freight Village Opportunities • Task 6: Benefits of a NYMTC Freight Village • Task 7: Public Outreach • Task 8: Draft Final Report • Task 9: Final Report Completed

  40. Next Steps Assessment of Potential Impacts • Estimates of truck trip generation for alternative land uses / scenarios • Economic development in terms of job creation potential • Estimates of cost ( travel cost, congestion cost, accident and maintenance costs on selected routes, and logistics costs) • Regional freight goals such as shift to rail mode or waterborne mode
