NOBC/AQD Keys to Success • Information, guidance and template for correctly submitting an NOBC/AQD request package can be found on the Navy Personnel Command website: http://www.public.navy.mil/bupers-npc/career/reservepersonnelmgmt/officers/pages/nobcaqd.aspx • Ensure that the standard NOBC/AQD request format is submitted utilizing the template on the NPC website and in BUPERSINST 1001.39F, figure 9-2. • Submit separate packages for NOBC’s and AQD’s. • No more than 5 classification elements (NOBC/AQD) per request • Only top five will be reviewed • Command endorsements are required for NOBC’s.

NOBC/AQD Keys to Success • Provide supporting documentation for your request/s: • FITREPS reflecting your performance and time in a specific billet • RUAD (identifies NOBC’s assigned to your billet) • Civilian certifications validating qualifying experience or qualifications • Executed orders for exercises, squadron support, Aviation OIC det. • For Aviation OIC NOBC’s a minimum of two (2) one-week, or a single extended det is required to qualify for the NOBC). • Ensure supporting documentation is legible • Course completion certificates may not be sufficient justification unless the NOBC/AQD states that completion is all that is required. Otherwise, documentation of performance of duty must be provided. • Certifications/course qualifications are needed and are required for many AQD’s, per the NOOCS manual. • research and submit documentation required to ensure consideration. • Manual of Navy Officer Manpower and Personnel Classifications Volume I: http://www.public.navy.mil/bupers-npc/reference/noc/NOOCSVol1/Pages/default.aspx

  4. NOBC/AQD Keys to Success • Specify where, in your package, supporting documentation is for each NOBC/AQD requested. Recommend assisting the board member by clearly identifying the supporting information - highlighting, underlining, tabbing, marking, etc: • Identify behind each classification request where to find the supporting documentation: • NOBC 9378 – Main Engine Officer (Enclosures 1-3, highlighted in green) • NOBC 9065 – Staff Operations and Plans Officer (Enclosures 4 and 5, underlined) • Ensure your package is received by 10 MAY 2013 • No exceptions made for late package submittals.
