  1. Georgia EPD – Air Protection BranchPublic Meeting Yellow Pine Energy Proposed Power PlantApril 7, 2009 Eric Cornwell – Acting Permit Program Manager

  2. Proposed Project • 110 MegaWatts (~70,000 homes) • One tenth of Longleaf (1,200 MW) • Approx. equal to Ga.Pacific-Cedar Spring’s power boiler capacity • Biomass (wood) fired- no coal allowed • Test burn of TDF • Startup with propane, low-sulfur fuel oil

  3. Plant Location: Hwy 39 near Early County Line

  4. Former “Omnivest” site

  5. Process Flow Diagram

  6. Air Permit Requirements • A new power plant is subject to many requirements under the Georgia Air Quality Act. Two of the main requirements include: • State of the art air pollution controls for the regulated air pollutants resulting in the most stringent emission limits possible that the power plant can be expected to achieve. (BACT) • Air Quality Analysis demonstrating that the proposed emissions from the power plant will not cause or contribute to a violation of an Air Quality Standard.

  7. Pollutant Potential Emissions (tons per year) Air Pollution Control Technology Proposed Testing/Monitoring PM 121 Fabric Filter Baghouse COMS SO2 67 Dry Lime Injection CEMS NOx 670 Selective Non-Catalytic Reduction (SNCR) CEMS CO 998 Combustion Controls CEMS VOC 140 Combustion Controls Periodic Stack Tests Pb 0.2 Fabric Filter Baghouse Periodic Stack Tests HCl 40 Dry Lime Injection Periodic Stack Tests Hg < 1 lb/yr Dry Lime Injection/ Fabric Filter Baghouse Periodic Stack Tests Draft Permit - Proposed Emissions and Air Pollution Control Measures

  8. Other Biomass-fired boilers in Georgia • Georgia Power - Plant Mitchell – Albany: Proposed modification of existing coal boiler to burn biomass. • Georgia Pacific-Cedar Springs (all paper mills) burn scrap wood to generate energy for processes. • Four other permitted biomass-fired power plants of similar size in North Georgia.

  9. Status of State Environmental Permitting • Solid Waste: EPD waiting on information The major SW permitting steps that remain are: 1. Completing the site assessment- Yellow Pine 2. Drafting site limitations - EPD 3. Preparing a Design and Operation Plan based site limitation and requirements of SW Management Rules - Yellow Pine 4. Review of D&O Plan - EPD 5.Addressing D&O review comments - Yellow Pine 6. Drafting permit - EPD

  10. Status of State Environmental Permitting • Water Quality: • Status of Permitting?
