  2. The Problem • Auto Emissions Repairs Expensive • Low-Income Disproportionately Affected • Drive Older Cars • Limited Funds For Repair/Upkeep • Vehicles More Prone to Failure • $150 Waiver Limit Discourages Repairs

  3. Program Partners • Spokane County Air Pollution Control Authority • Spokane Neighborhood Action Programs • Washington Department of Ecology • ~ 20 Local Certified Repair Shops

  4. Program Steps • Vehicle Fails Emissions Test • Program Brochure Provided to All Owners of Failed Vehicles • SNAP Pre-Qualifies as Low Income & Refers Clients to Approved Repair Shops • Motor Vehicle Repaired & Re-Tested • Shops Invoice SNAP for Repairs

  5. Program Details • Up to $100 for Emissions System Diagnosis • Up to $400 for Repairs • State Agency Authorizes Repairs in Excess of $300 • State Agency Referees Disputes Over Repairs & Their Cost

  6. Program Funding • SEPs Through Two Large Civil Settlements With Major Industrial Facilities • The Future??? • A “Challenge Grant” to be Matched Through Solicitations of Spokane Area Companies • Beyond???

  7. Determining Emissions Credit • The Problem • How to translate emission test results from individual motor vehicle repairs into mass emissions reduced? • Before & After Tests Results Yield Pollutant Concentration Data • Actual Emissions Reduced Depend on Subsequent Use of the Motor Vehicle
