  4. DEVELOPMENT OF SELF-GOVERNMENT The early years The Åland Islands question is resolved by the League of Nations. 1921 The Act on the Autonomyof Åland takeseffect. The Åland Parliament (Legislative Assembly) convenes for the firsttime. 1922

  5. SELF-GOVERNMENT The Åland Parliament has legislative power in areas such as: • education, culture and heritagesites • healthcare and hospitals, social care • environmental issues • trade and industry • localtransport • municipal administration • policing • postal service, radio and TV

THE ECONOMY SYSTEM • State taxes, duties and feescollected in Åland arepaidto the FinnishTreasury • Åland is compensated for itsexpensesthrough the repaymentof 0.45% of the incomeof the Finnish State (Åland’sshareofFinland’s population is roughly 0,51%) • Åland canfreelyallocatethis lump sum in the regional budget
