The G20 as an Informal PSI The G20’s mandate since its inception at the leaders’ level in 2008 has expanded significantly Yet the G20 remains an informal, voluntary PSI Such structures can create a nascent tendency for some states to defect from their international commitments, particularly in the absence of direct sanctions

  4. Enhancing Legitimacy within Informal PSIs As an informal PSI, is the G20 capable of enhancing its compliance and credibility? YES~ by utilizing functional institutional mechanisms designed to improve legitimacy, compliance and credibility within its informal governance structure

  5. Enhancing Credibility To be credible, this plurilateral summit institution (PSI) must forge consensus and generate concrete commitments against which it can effectively be evaluated and assessed Without a concrete scorecard to measure its accountability, the issue of the G20s overall legitimacy as global governance leader is questionable

  6. G20 Scorecard 2,500commitments generated from 2008-2018 Compliance has averaged 71% Compliance is highest with issues related to terrorism, macroeconomics and financial regulation Compliance is lowest with issues related to crime + corruption, trade

G20 Accountability Mechanisms G20 complies best when it uses those functional institutional mechanisms which the leaders directly control, including: specified agents companion commitments iteration at subsequent summits ministerial reinforcement official-body and multilateral organizational support

  8. The G20 as a Global Governance Leader In the overall system of global governance, the G20 offers the best crossover points between legitimacy, efficiency and effectiveness However, the G20 can further enhance its legitimacy by placing the necessary political weight behind its promised actions

  9. Policy Recommendations How can accountability and legitimacy be more effectively leveraged? By: establishing very clear, tangible, concrete, concise and measurable, commitments setting realistic timelines for delivery providing ministerial and official-body reinforcement working in concert with other key regional, multilateral, intergovernmental organizations, NGO’s, civil society, the business community and thought leaders developing more robust self-accountability mechanisms

  10. Policy Recommendations G20 leaders need to maintain the distinction between what is strategic ~ and in need of political direction from leaders vs. what is technical and can be delegated to ministers, official bodies, or other international institutions

  11. Policy Recommendations To maintain its legitimacy as a global governance leader, the G20’s governance model should continue cultivating a climate ofcooperation and convergencebypromoting transparency and accountability
