The 4G Revolution • 4G technology developing at fast rates and offers: • Extremely high capacity and range • Fastest broadband connectivity • Multiple and specialized features • Technologies available: • WiMAX (TDD) • Mature and field-tested, providing mobile IP services and fixed Ethernet services • LTE (FDD and TDD) • Fast developing, ideal for mobile IP services • LTE ecosystem (core network, end devices) is not yet mature and cost effective • 4G applications becoming more diversified and specialized • Consumer broadband (including VoIP, Video-over-IP) • Governmental and Municipal applications • Public Safety and Defense • Industrial applications • Utilities / Smart-grids • Transportation

  3. 4G Infrastructure for Government Applications • Mobile data, video and VoIP • Video surveillance (traffic, intersections, problem areas) • Traffic management • Meter reading • Agency coordination • Fingerprinting identification • Facial recognition • Inter-agency database access • Remote records management • Computerized license plate recognition • Ad hoc emergency or disaster recovery • Cameras/video in vehicles and on emergency personnel

  4. 4G Case Study - STS Romania • Special Telecommunications Service (STS) is central specialized government structure in Romania • Organizes and coordinates activities in telecommunications field for public authorities in Romania • In effect the largest operator of networks in nation • Has military structure and is part of the national defense system • Activity organized and coordinated by the Supreme Council of National Defense under control of Romanian Parliament

Project Background • Extension of the EU immigration system umbrella, while removing individual country borders • STS Romania tasked with network build-out • Network is largest mobile IEEE 802.16e-2005 WiMAX network in Europe • Connect thousands of government, public safety, border patrol and administrative offices nationwide • Compliancy to rigorous EU standards

STS Project Requirements • 4G network with dual IP-CS and ETH-CS • Solution for 3.685-3.700 GHz, TDD • Triple-play capabilities (data, voice, video) • Multiple (up to 12) simultaneous VLAN integration/interface with 6 different service flows • Fixed, nomadic and mobile access services (mixed on same sectors) • Interoperable with various subscriber terminals • Long range (above 16e standard profile limitation of 8km) cell radius – up to 20 km (12.5 miles) cell radius • Comprehensive long-term warranty agreement

STS Network Applications • Concurrently running fixed and mobile services on same sectors • Robust, traditionally fixed service - Voice, video, high-capacity data, VLANs • Fully mobile units - Police, border patrol, public safety • Multi-server, multi-service network allowing: • Seamless data transfer between government agencies • Integration to EU communications • Mobile workforces with always-on, on-the-move connectivity

New Jersey Turnpike Project • New Jersey Turnpike Authority (NJTA) responsible for operations and maintenance of New Jersey Turnpike & Garden State Parkway • Two roadways represent the major transportation arteries for New Jersey, Boston area and Washington D.C • Including the Newark Bay Extension and Pennsylvania Turnpike Extension • Pass through 15 out the 26 counties in NY, NJ, MA, PA and DC • Touch dozens of boroughs, towns and cities • Authority operates and is responsible for the most vital links in support of the businesses and residents of both NY and NJ • NJTA identified need to support communications along entire length of both Turnpike and Garden State Parkway • WiMAX solution serves requirements in an extremely cost effective manner • Solution is in 4.9 GHz band

New Jersey Turnpike: HD CCTV • Airspan awarded contract for New Jersey Turnpike Authority • 120 fully redundant sectors over complete length of Turnpike and Garden State Parkway • 40 MHz of 4.9 GHz providing coverage along 600 km of roadway • Combined 900,000,000 drivers each year, represents busiest segment of the I-95 corridor • Airspan WiMAX provides last mile connectivity: • Variable Message Signs • Traffic Monitoring • HD CCTV • Roadway Weather Information Systems • Highway Advisory Radio

Customer: UTS Fire and Security, formerly GE Security Digital video/voice recording of passenger activity Solution already installed on >1000 buses SEPTA (PA) and BCT first projects, recently added New York MTA (Bus and Metro) WiMAX, Wi-Fi and digital recording technologies Airspan Mobile Radio Terminal (MRT) installed in each bus Airspan micro and macro Base Stations Technology: Fixed/Nomadic WiMAX (16d) 5.4 GHz and 4.9 GHz licensed band 4G for Public Transportation

Customer: Chevron Network communication for Gulf of Mexico area and various on-shore locations Connectivity needed for oil rig platform-to-platform as well as platform-to-shore Long distances between platforms (up to 35 km) Rugged enough to withstand salt water environment as well as harsh weather conditions Improves on satellite costs and operational limitations (high latency) Offers high-speed broadband for data and voice 700 MHz and 3.65 GHz combination 4G for Oil and Gas Communications
