Background on GEO Post-2015 process • GEO Mandate (Ten-Year Implementation Plan) ends in 2015 • Beijing Ministerial Declaration: “Resolve to meet before the end of 2013 to review […] the recommendations for the governance, role and future work of GEO beyond 2015 and to take the necessary decisions” • GEO plenary 2011 meeting has initiated deliberations towards this resolution • “Post 2015 WG” created to • assess options and scenarios for the next phase of GEOSS implementation, including the scope of activities, institutional arrangements, internal governance and resourcing of GEO. • consider the findings of the Mid-Term Evaluation • produce recommendations for GEO-X Plenary and 2013 Ministerial Summit • deliver interim paper for GEO IX plenary 2012. • Open for all GEO members and participating organisations • Co-chaired by US, South Africa and the EC • Monitoring and Evaluation Framework delivers information for this process

Session Objective • GEO has begun to review its progress and to discuss how to continue post-2015 • Global sustainability initiatives and concepts also undergo a revision with similar timelines •  opportunities for alignment of goals and mechanisms should exist • We should identify opportunities and actions for stimulating the GEO discussion and give the contributions and needs of the Science & Technology communities an adequate voice in the further work of shaping the Global Earth Observation System of Systems • Explore concrete ways for injecting the outcomes of the workshop into the GEO Post-2015 discussion • Wrap up the relevant key messages from this workshop that should be used in such discussions

Some relevant discussion items in GEO post-2015 process • Developments in data sharing (infrastructure, promotion of data sharing principles) seen as highlights • Some gaps have been identified and adressed with launching promising global initiatives (e.g. GEO-BON, GEO-GLAM, GFOI) • Motivation/rationale for GEOSS remains valid beyond 2015 • But improvements needed • Form should follow function • Business as usual (+), Evolution, or Revolution? • Shifting scope and focus: SBA restructuring? Systematic gap analysis? • Data, products, services? • Situation of GEO in the landscape of relevant international programmes • How to optimise the interface between science and earth observation communities? • Stakeholder and public outreach is an issue
