  3. What is Resource Typing? • Categorization and standardization of resources commonly exchanged through mutual aid/assistance during disasters • Common definitions and terminology • Can be personnel, equipment, & materials • Resource typing by “teams” provides most practical approach

  4. Why is Resource Typing Needed in the Water Sector? • Many forms of disasters can occur across the US and elsewhere

  5. Why is Resource Typing Needed in the Water Sector? (cont.) • And, damage and impacts to water and wastewater systems comes in many forms

  6. So, The Challenge Presents Itself… • How does the requesting agency know what to ask for – so that the lending agency can determine what they can give? • You need equipment to dig holes for leak repair • Both pieces of equipment can excavate… • But, do you need a “Rubber Tire Backhoe?” • Or, a “Track Excavator?”

  7. Bottomline: The Water Sector Will Come Together in Response • WARN Agreements now in place in 26 States • More are poised to adopt • Hurricane Katrina • FlaWARN • California Wildfires • Northridge Earthquake

AWWA Resource Typing Project Overview • AWWA allocated funding through the Water Industry Technical Action Fund (WITAF) • URS and Horsley Witten (Contractors) • Project Advisory Committee • Research of existing resource typing models and guidelines • Stakeholder workshops • Resource use guidelines • Detailed resource typing

  9. Stakeholder Workshop Comments • Keep it simple • Teams for complex tasks should include check boxes • Storm sewer and reclaim should be included • Reference existing terminology where possible • FEMA generator typing • AWWA Dictionary

What the Resource Typing Manual is… (an Overview) • An introduction to resource typing • By definition, terminology, application concept • Instructions on how to use the manual • Resource typing request and response guidelines • What to know when you request aid • What lending agencies need to consider • Whose responsible for what • Limiting factors and assumptions • Detailed resource typing sheets (by team) for all major water / wastewater system emergency needs

What the AWWA Resource Typing Manual is Not • Comprehensive mutual aid manual – separate project by EPA • Credentialing – may come later • Resource database – resource typing changes need for what we have done in the past • Cost list – pre-established costs do not work well for locally-owned resources

Sample of Manual Guidance for Mutual Aid Requestors • Requestors should provide: • As much detail as possible regarding specific needs, such as pipe materials, type of treatment processes, etc. • Guidance personnel with aid providers, especially for tasks such as valve operations, main locating, etc. • As much guidance as possible regarding living conditions for responders by using the Mutual Aid Responders Accommodations Checklist

Sample of Manual Guidance for Mutual Aid Providers • Send teams prepared for self-sufficiency, unless informed otherwise • Teams must be fully capable of all health and safety compliance • Should consider sending support teams, such as Vehicle and Equipment Maintenance Repair and Refueling Teams
