Results (2) Enabling policy environment • Sociological survey on human rights • Human Rights Communication Strategy and Campaigns Action Plans • Feasibility studies on joining 3 international human rights treaties • National Anti-Corruption Strategy • Working progress on amendments to legislation

Results (1) Capacity&Ownership • 67 Human Rights Focal Points • More mature think tanks & NGOs (research, trainers, service providers) • Task Force on Drug Legislation • National Observatory on Drugs • Innovative methodologies in education, research and law drafting/amendments • Multidisciplinary approach to service provision • Knowledge Products (16 manuals, primer, action reflection notes) • Awareness mechanisms and tools used

Constraints • Commitments of state authorities not fulfilled • High staff turnover and low motivation in the state institutions • Non-transparent public institutions • Limited civic participation in monitoring and influencing the decision making process • Low awareness of the public at large about human rights • The launch of the projects takes a long time

  7. Lessons Learned • M&E action plan is important for strategic planning of interventions • Synergy and sustainable results are achieved through better coordination among Government agencies, donors and CSOs • Greater awareness is ensured through systematic and well-targeted communication

  8. Plans for 2005 • State - NGOs partnerships for effective monitoring of human rights • Increase awareness on human rights and mechanisms for their protection • Take anti-corruption work to regional level • An independent think tank in the legal community (with a new project on Court Administration) • Law enforcement institutions better equipped to reduce illegal migration, trafficking in drugs and human beings
