  1. ‘Greening’ the IndustryJames Tinslay, CEO NECA Presentation for The Electrical Industry Leaders Forum Sydney, 21May 2009

  2. ‘Greening’ the Industry • Training and other considerations • Introduction • Current Landscape • The Issues – Opportunities and Challenges • EcoSmart Electricians – A NECA Initiative • Compulsory Green Training • Questions and Suggestions

  3. Introduction • Terms such as ‘green’ ‘environmental’ and ‘eco-friendly’ are widely used. Some issues: • High level Ozone depletion remedies • International carbon reduction strategies – does our 1% really matter?! • Energy input into building and construction materials • Net versus gross feed in tariffs for alternative energy sources • Equipment and installation energy efficiency measures – NECA’s EcoSmart Electricians • Time of use, or smart, metering • Retrofitting of buildings to increase energy efficiency – Rudd’s multi-billion dollar homeowner insulation program There are many more!

  4. Current Landscape • Huge range of private and government funded programs relating to the industry; • Green Plumbers • Eco Plumbers • Green Electricians • Green Loans • EcoSmart Electricians • EcoSmart Fire, EcoSmart Homes, EcoSmart Assessors, EcoSmart Organic Pesticides “Turning a dollar” is a large driver!

  5. Current Landscape • Diverse range of issues bundled into ‘Green’ category for our industry including; • Phase out of Incandescent Lamps and energy efficient lighting • Solar Panel Rebates • Green Loan Assessor Program • Building Code of Australia and impact on installation techniques • Alternatives to PVC in construction (and is PVC really an ‘energy guzzler’?) • Data Centres or Information Transport Systems

  6. Current Landscape • Trends in Electrical Appliance Energy by Type - Standby Standby Power Energy Consumption (not TVs) 1994 Anticipated Standby Power Energy Consumption (excl TVs) 2020

  7. Current Landscape • Trends in Electrical Appliance Energy by Type - TV Energy Consumption for TVs 2000 Anticipated Energy Consumption for TVs 2020

  8. The Issues – Opportunities and Challenges • Broad spectrum of areas for consideration; • Carbon Emissions Vs Energy Efficiency • National Broadband Network and associated C02 emissions – again Smart metering • Alternate sources of power • Solar, Wind, Hydrogen Fuel Cells • Pricing of Energy • Client control of power • Energy efficient equipment • Smart metering etc

  9. The Issues – Opportunities and Challenges • Data Centres • Information Transport Systems (ITS) • Smaller & faster = higher power consumption and higher heat output • ITS carbon footprint is equal to that of aviation industry • Little publicity of impact on environment until recently • Green star efficiency ratings for individual items used in ITS environments • PVC Cables

  10. The Issues – Opportunities and Challenges • Data Centres continued • Sustainable manufacturing techniques • Low environmental impact • Efficient use of power • End of life sustainability – waste reduction • Comparison of power consumed by entire room including lighting and cooling and the amount of power required for the devices themselves to process information.

  11. The Issues - Opportunities and Challenges • Energy input into buildings • Electrical Contractors responsibility • Lighting • Energy Management • Pricing – client decision

  12. The Issues - Opportunities and Challenges • Nuclear Generation – The option of ‘greening’ Australia with nuclear power; • Enough black coal for 200 years and brown coal for 800 years at current consumption • 24% of the world’s uranium resources • 51 years since the first Australian reactor • No nuclear generators; currently, planned or proposed

  13. NUCLEAR REACTORS 2009

  14. The Issues - Opportunities and Challenges • Nuclear Generation – The UK  • Nuclear Energy is at the heart of their response to low carbon emissions • Gordon Brown, British PM “Determined long term action to reduce carbon emissions using nuclear power as a tried and trusted technology has provided the UK with secure supplies of a safe, low carbon electricity for half a century”

  15. The Issues - Opportunities and Challenges • Nuclear Generation – Australia  • Australia’s member of the International Nuclear Energy Academy “…(it would be) environmental vandalism.. for Australia to reject domestic nuclear power” • Nuclear Power will assist Australia • In implementing a low carbon nation • Provide certainty of power • Stimulate infrastructure construction

  16. EcoSmart Electricians

  17. The Background • Initial Research: Attitude to green issues: A changing paradigm • Green most definitely a current affair and is becoming more prominent in everyone’s lives.

  18. Old (receding) New (emerging) • green paradigm green paradigm

  19. Ignorant No understanding, concern or action • Cynic Understanding but no concern or action • Ostrich Concern but no understanding or action • Apathy Concern and understanding but no action • Sheep No concern or understanding, but action anyway. • Copycat Concern, no understanding, action anyway • Activist Concern, understanding and action

  20. UNCONCERNED PROACTIVE GREEN “AWARE” Unconcerned =23% Concerned = 77%

  21. How it began • Sustainability Victoria in conjunction with NECA Victoria • Pilot program in NSW and Victoria with input from Schneider, Pierlite and others • Rigorous feedback from participants followed by course review

  22. How it has evolved • National Rollout • Online blended learning program – in partnership with DEWHA • Further input into course refinement from DEWHA, LCA, trainers and industry partners

  23. Next Steps • More comprehensive on-line courses, resources and assessments • A “Phase 2” extended EcoSmart Electricians course (notionally 200 hours) for specialists

  24. EcoSmart Electrician Accreditation • Use of EcoSmart Electrician logo restricted to those businesses that take up accreditation • Integral marketing tool for contractors who want to differentiate their services • Accredited contractors can work closely with suppliers to provide a specialised service

  25. Comment on Compulsory Green Training for Electricians: My Opinion! • Is it Possible? • Yes if the regulators support it, especially with new COAG national licensing scheme. • Is it Necessary? • Yes and no. • Yes because it would be “nice” • No because the majority of electricians are employed in the construction industry as employees who install to specifications.

  26. Comment on Compulsory Green Training for Electricians: My Opinion! • Would it be Supported? • By Government - No • By Contractors – Largely no • By NECA – Probably no • I would argue compulsory CPD on electrical safety wouldbe more important to manage both workplace and public risk. • Compulsory ‘retraining’ suggests vast expense and increased burden on employers • Green training within apprenticeships would seem a more sensible solution.

  27. Compulsory Retraining?
