Education for Reform / Why ? • BEFORE ISTANBUL • Last 10 years devoted to building military interoperability • mainly to prepare Partners for Membership. • Institutions were not the focus • ISTANBUL : • Security depends on STRUCTURAL REFORMS of STATES, … in addition to their military capabilities • aNEW SUBSTANTIVE FOCUSfor PARTNERSHIP: • CAUCASUS & CENTRAL ASIA • REFOCUS on DEVELOPING NEW REFORM CAPABILITIES, Defence Institutions, endorsed by all 46 HOSG • KEY FOR SUCCESS : • EDUCATION for REFORM, far beyond Interoperability • WE TALK VALUES & INSTITUTIONS, to support democratic reform

  3. Education for Reform / What ? We (NATO) need YOUR HELP ! How can the PfP Consortium mbers contribute ? • In developing national capabilities to support defence reform institutions Education • In discussing with NATO HQs • How curricula may be adapted to support PAP DIB, • How seminar programmes, outreach activities, may contribute to serve EAPC objectives

What do we (NATO HQs) offer? • Established, sophisticated & operational framework for cooperation with Partners, which you can join, • A common conceptual & political platform – a defence institution building definition agreed by HOSG of 46 states (PAP DIB), • Information: up-to-date, reliable, insider knowledge on NATO relations with each of Partner countries.

Education for Reform tomorrow • TOGETHER WITH a good framework, a sound conceptual basis, and access to information • WE WILL BE DOING A BETTER JOB for PARTNERSHIP • TO DO IT , NATO HQs the PfP Consortium Institutions need to establish a close collaboration • BECAUSE • YOU need us to provide updated EAPC information • WE need your curricula to support EAPC objectives

Euro-Atlantic Partnership Network • OUR PROPOSAL ? • Contributing to bringing people & institutions together, • Consortium Steering Committee Bfg in BXL ? • Exchange information, agree on practicalities • Developing EAPN (e-PRIME) together • = a permanent network to support EDUCATION FOR REFORM,
