It has to workconstructivelywiththeregions just beyonditsborders - theBalkans, NorthAfrica, theCaucasusandtheMiddleEast. • It mustalsoprotectitsmilitaryandstrategicinterestsbyworkingwithallies, particularly NATO, andtheestablishmentof a commonEuropeansecurityanddefensepolicy.
