ARTES Programme Organisation • ARTES (Advanced Research in Telecommunications Systems) Programme constitutes the backbone of the Telecommunications activities of ESA. • ARTES is a highly flexible Programme that allows the implementation of R&D activities with different degrees of technical and commercial maturity • ARTES is structured into Programme Lines, which cover the main Strategic Areas of Satellite Communications, and ARTES Elements, which represent the legal and financial frames of the Programme J. ARTES 1 • Objective: perform mission, system and general configuration studies to prepare medium and long-term programme • Funding level: fully funded (100%), no need to contact delegation • Process of participation: via Invitation To Tender • Planned ITTs 2005: • Continuous ITT publication process • Tender period 6-10 weeks • Evaluation period 5 weeks • Yearly workplan based on “Call for Ideas” and approved by JCB -> AC -> IPC • Steps leading to a contract: • ITT -> Proposal -> Evaluation -> Clarifications -> Negotiation -> Contract award J. Sandberg

  5. ARTES 3 • Objectives: • Promote Multimedia applications • Develop and validate comprehensive MM Systems and Advanc. Mobile Systems • ARTES 3 is divided in 4 Programme Lines: • Line 1: Development of the Multimedia Market (Applications/Services) • Line 2: Development of Satcom System Elements (Equipment & Products) • Line 3: Pioneering Novel Systems • Line 4: Advanced Mobile Systems • Funding level: co-funded activities (50%) • Process of participation: via ITT (Lines 1&2) and continuous Open Call for Proposals (Lines 3&4) • Lines 1 and 2 have a yearly workplan approved by JCB -> AC -> IPC J. Sandberg

ARTES 3 • Planned line 2 ITTs in 2005: • Subjects: • 'Multimedia Satellite Equipment' (Issued twice a year) • 'Multimedia Ground Terminals and Equipment' (Issued twice a year) • Opening of ITTs in February and September • Tender period 8-10 weeks • Evaluation period 4-8 weeks • Proposals particularities: • Strong emphasis on Strategic Plan / Business Plan • Market ready product, EQM • Value for money • Steps leading to a contract: • ITT -> Proposal -> Evaluation and consultations with delegates -> Clarifications -> Negotiation -> Contract award J. ARTES 4 • Objective: Research, develop & demonstrate state of the art technologies and services with clear applications potential • Flexible Industry driven Programme Element • Funding level up to 50% • Process of participation: continuous open ‘Call for Proposals’ • Strong emphasis on: • Strategic Plan / Business Plan, • Products ready for the market, • Value for money • Steps leading to a contract: • Always open ITT • Proposal with letter of support from delegation-> evaluation -> clarifications -> AC -> IPC approval (if total cost is above 1M Euro)-> negotiation -> contract award J. ARTES 5 • ARTES 5 is the instrument to prepare the Long- Term technological basis for future European and Canadian Satellite Communications • Funding level: fully funded (100%) • Yearly workplan based on “Call for Ideas” and approved by JCB -> AC -> IPC • The ITTs contain firm SOW and technical specifications • Steps leading to a contract • ITT -> Proposal with letter of support from delegation -> Evaluation -> Negotiation -> Contract awarded to winner J. Sandberg

Start-up Initiative • The Start-up Initiative is a special measure to assist companies in getting their first contract with ESA • A company can get only one contract within this initiative • Proposals are submitted to ESA in response to a special ITT, which leaves the “product” to be defined by the bidder • Cost is limited to about 300kEURO J. Sandberg

ARTES-8 Large Platform • AlphaBus is an initiative of Alcatel Space and EADS Astrium • Two sub-elements: • Sub-element 1: • Pre-developments • AlphaBus development • Protoflight model manufacturing and test • Sub-element 2: • AlphaSat development – commercial, institutional and technology payloads • Announcement of Opportunity –> “Beauty contest” -> • Phase A studies -> selection of payloads J. ARTES 11– Small Platform • Initiative of OHB Germany • Two sub-elements: • Sub-element 1: • Platform development • Up to 3 kW payload power • Up to 500 kg payload mass • 2m x 1.5m x 2m structure • Protoflight model manufacturing and test • Sub-element 2: • Satellite development – payload not defined J.
