  3. Elements of Best Practice • Mutual Trust • Encourage ethics • Encourage skill development • Maximise use of local resources • Reward quality at all times - Merit ranking • Ensure predictability of cash flow allows for skills development

  4. Separate SCM for CE Services • Must understand the requirements for the service • Understand how to realize value and improve cost-effectiveness
