Davis-Bacon Determination for LCLS • Can be done in phases (BEFORE THE WORK BEGINS!!) • Work excluded from application of D-B act can be assigned to D-B labor • A precedent is established by Work NOT excluded in one project • Future exclusion is impossible • DB proposal must be approved by DOE-Stanford office

  3. Covered by Davis-Bacon Act • “Covered” work must be done by workers whose salary and working conditions are specified in the D-B Act. • Prevailing wage (SLAC is competitive) • Weekly, documented payroll (SLAC cannot do) • “Covered” work is described in FAR 22.402(a)(1)

Exclusions • Exclusions sought for work that • is generically too specialized • to “difficult” cannot be justified • requires special safety considerations/training • must be done on delicate, specialized hardware • termination and ringout of BPM cables • Justifiable exclusions based on FAR, DEAR

  5. Justifications, Invocations • SPEAR3 exemptions justified by reference to: • DEAR 970.2273(a)(2) • DEAR 970.2273(a)(3) • DEAR 970.2273(a)(4) • DEAR 970.2273(c) • DEAR 970.2273(c)(1) • FAR 22.401 “site of the work” at (c) • FAR 22.401(c) • FAR 22.402(a)(2)(i) • FAR 22.402(a)(2)(ii)

SLAC Traditions • Excluded: • fiber installation and termination • remote fabrication and assembly of components • transportation of components from the fabrication site to the installation staging area • vacuum system seal makeup • vacuum system pumpdown • vacuum system leak/performance checkout • maintenance of existing systems

  7. SLAC Traditions (continued) • Excluded: • refurbishment of existing systems • precision alignment • wiring WITHIN a single rack • installation & termination of precision timing cables • installation of experimental measurement equipment • radiation shielding work

  8. Traditionally “Covered” by Davis-Bacon • Installation of magnets or girders or rafts • will our undulator cradles need/get an exclusion? I don’t think so • Installation of vacuum assemblies • Pulling AC or DC conductors • Pulling low-performance coaxial cable • Rack AC • Rack-to-Rack connecting cables

  9. What are the Issues? • Control of quality of the work • Proper installation of precision/specialized hardware • At SLAC, cost of Davis-Bacon labor is NOT considered higher than SLAC labor, given careful specification and management of work • Cost or Schedule are not considered factors

SPEAR3 D-B Experience, cont • Utilities (PS, LCW, AC&DC services, control units, I&C racks, cable plant, etc) • Covered: connection of LCW to girders from headers; installation of HCW; removal of existing AC & PS systems; construction of concrete flooring; installation of AC mains and conduit & cable trays; cabling around ring and between ring & control area & PS area, including I&C and magnet PS; cable between terminal blocks within control room/PS racks and trunk line tb; • Non-covered: remote fabrication and assembly of all components; intra-rack wiring; connections on distribution side of cross-connects, manifolds & headers

SPEAR3 Installation Work • 7 major subcontracts issued to cover D-B • Cable Plant (pre downtime installation) • Install trays; pull & coil cables • Remove SPEAR2 & install SPEAR3 (2 phases) • Remove S2; wait for concrete floor & supports ; install S3 rafts (54ea), straight section & shield blocks • LCW modification & installation • Concrete floor construction • PS removal & installation (2 phases) • Remove S2 PS; wait for concrete floor; install new PS • Concrete anchor drilling & Supports Installation • Cable Plant (cables & terminations after installation)

SPEAR3 D-B • What worked well? • Subcontracts work extremely well • Prepare scope of work well in advance, be detailed in subcontract description, review with SLAC purchasing early • Prepare installation plan, make it easy for subcontractors to do their work.. Quickly and safely; minimize field change orders • Have system engineer/UTR on site during all subcontractor work; work out issues in a timely manner
